Maj . Gen . Douglas Lowrey , along with his wife Dena and their three sons , celebrated his promotion to a new rank during a ceremony at the Fort Sam Houston Theater on Joint Base San Antonio - Fort Sam Houston , Texas . Lt . Gen . Christopher Mohan praised Maj . Gen . Douglas Lowrey ' s achievements during the ceremony . Lt . Gen . Christopher Mohan , the deputy commanding general for the Army Materiel Command at Redstone Arsenal , Alabama , hosted the event , which was attended by family and friends . Command Sgt . Maj . Jason Gusman helped Maj . Gen . Douglas Lowrey unfurl his two - star flag with the assistance of Sgt . Maj . Lloyd Cueto . The promotion ceremony was attended by over 300 people , including distinguished guests such as Lt . Gen . John Evans and Joe Bray . The event took place at the Fort Sam Houston Theater and featured performances by the 323d Army Band and an invocation by retired Army Chaplain ( Col . ) John D . Read . Before the official promotion ceremony , which involved various ceremonial activities such as the reading of the promotion order , the exchange of ranks on Lowrey ' s uniform , and the unfurling of a two - star position flag , Mohan addressed the audience in a more laid - back manner . He talked about how a promotion ceremony is all about service and not just the things someone has already accomplished , but also their potential for future service . Mohan highlighted some of Lowrey ' s career achievements , starting from his early days as an Infantry officer in 1994 , before transitioning to the Army Acquisition Corps in 2005 . He mentioned Lowrey ' s various assignments and deployments over the years , as well as his successes in staff and command positions . Mohan specifically mentioned Lowrey ' s humble and people - oriented nature , as well as his commitment to investing in his team . He reassured Lowrey that his future as a leader looks promising and that he is well - prepared for the new responsibilities that come with his promotion . The Mission and Installation Contracting Command ( MICC ) , based in Joint Base San Antonio - Fort Sam Houston , Texas , is made up of around 1 , 500 military and civilian members who handle contracting for goods and services to support Soldiers . They also prepare contracting units for deployment and contingency situations . MICC plays a vital role in providing daily meals for over 200 , 000 Soldiers , offering base operations support services , training over 100 , 000 conventional force members annually , educating more than 500 , 000 students each year , and managing millions of acres of land and numerous structures .
