U . S . Army Maj . Gen . Giselle Wilz , the director of staff at the National Guard Bureau , signed the 2024 National Guard Sexual Assault Awareness and Prevention Month proclamation while Chief Master Sgt . Kelly Hoffses , the senior enlisted advisor to the director of staff , watched . The ceremony took place at the Herbert R . Temple Army National Guard Readiness Center in Arlington , Virginia on April 1 , 2024 . The proclamation shows the Guard ' s commitment to holding people accountable , ending sexual assault and harassment , and supporting victims . Senior leaders in the Guard emphasized the importance of preventing sexual assault and harassment , providing care and support to victims , and creating a culture where these issues are eradicated . According to U . S . Army Maj . Gen . Giselle Wilz , it is not just the responsibility of leaders , but of everyone in the team . The event also included the announcement of the month ' s theme and focus , which is "forging forward with change . " While progress has been made , Wilz acknowledged that there is still more work to be done . The Guard has had fewer instances of sexual assault compared to other military services or components , and this is attributed to the culture of the Guard . Stephanie Fors , the Air National Guard sexual assault prevention and response program manager , highlighted the involvement of leadership and the prioritization of prevention and response efforts . The Guard has even established a task force to evaluate their response efforts and implement necessary changes . Fors emphasized that the leaders in the Guard genuinely care about their Airmen and Soldiers and make sure they have the resources and support they need . During the event , Wilz noticed a difference in the crowd . She pointed out that years ago , the room would have been filled with mostly women , but now there were more male leaders present . This is what being "National Guard strong" is all about , according to Fors . It ' s about coming together and supporting each other , and it ' s a great example of what proactive and empathetic Guardsmen look like . These values align with the focus of Sexual Assault Awareness and Prevention Month , which aims to eliminate sexual assault and harassment . The theme of forging forward with change was chosen for this year because the National Guard is known for leading the way .
