In 1974 , the Louisville Engineer District faced a major disaster recovery mission after a tornado hit Xenia , Ohio . This tornado outbreak on April 3 , 1974 , affected 13 states and led to advancements in meteorological equipment and techniques . The U . S . Army Corps of Engineers Louisville District Emergency Management mission was greatly impacted by this event , leading to the establishment of field sites and the deployment of experts to assist with debris removal and demolition in affected communities . Today , USACE works with FEMA to assist with debris management in response to major disasters across the country .
