This week , as you all work together in academia , government , and industry , you ' re continuing a legacy that started over 60 years ago when the Defense Department funded the first AI research centers at universities across the country . This legacy has evolved through different eras , with DoD investing in early data and AI systems , and now focusing on adopting innovations to enhance our military capabilities . Our goal is to have a more modernized , data - driven , and AI - empowered military to improve our decision - making advantage . With the increasing competition from China , it ' s crucial for us to stay ahead in using AI technology . We prioritize ethical and democratic values in our approach to AI , ensuring responsible use and always having a human in control of the use of force . We don ' t use AI to control or suppress people , but rather to enhance our capabilities in a free and open society . Our commitment to these values has earned us allies , partners , and top technologists who want to collaborate with us . In this competition with China , the country that effectively utilizes AI and related technologies will have the upper hand . And right now , that ' s Team USA . We ' ve got better chips , talent , schools , tech , allies , and values that guide how we use data and AI . And we plan on staying ahead . Our data is also top - notch , which is crucial for AI . The quality data we use for DoD ' s AI applications comes from real - world military operations and war zones . We also have access to resilient sensors and data networks that cover everything from seabeds to outer space . And we strengthen our data even more by sharing it with allies and partners , including democracies standing up to authoritarian neighbors . Together , we ' re always improving and expanding these mechanisms , like in the Indo - Pacific where the U . S . , Japan , and South Korea share missile launch data in real time . But our advantage in data and AI goes beyond our talented teammates and technology . It also comes from who builds and uses them , and how we do it . America will always be unbeatable in these areas . However , we can ' t get complacent . Technology is always changing , and our competitors are always trying to steal our technology and intellectual property to get ahead . So we need to keep learning , growing , and pushing ourselves . We ' re in a long - term competition with the PRC , and we can never take our lead for granted . That ' s why we need all of you: students , scholars , scientists , engineers , operators , analysts , allies , and more .
