Last week , the U . S . Department of Housing and Urban Development ( HUD ) shared information at a forum in Paris about its efforts to make housing more climate - resilient . They also learned important insights on building climate - resilient homes . The Biden - Harris Administration is committed to energy efficiency and reducing carbon emissions , which not only helps the climate but also cuts energy costs for low - income Americans . At the end of the conference , HUD , along with 70 other countries , adopted a declaration that supports the transition to zero emissions in the building sector . HUD Secretary Marcia L . Fudge emphasized the importance of learning from other governments and organizations to build homes for the future . HUD also made significant announcements at the COP 28 conference , including partnerships to reduce carbon emissions and improve energy efficiency in buildings . They also launched a new service to help property owners identify opportunities for energy efficiency improvements . HUD joined the White House ' s research program on climate change to help improve research and data that benefits the communities it serves . Since October 2021 , HUD has been working on increasing energy efficiency and resilience in households . They have successfully benchmarked 463 , 000 units and improved almost 100 , 000 housing units through energy efficiency upgrades . Additionally , over 25 , 000 homes impacted by disasters have been rehabilitated with HUD funds . HUD ' s involvement in the Buildings and Climate Forum is part of their efforts to create more sustainable communities . They have also provided $368 million through the Green and Resilient Retrofit Program to support clean energy upgrades at 84 properties , benefitting low - income households , seniors , and people with disabilities .
