Over at Fort Novosel , Alabama , the folks in charge are getting a fresh perspective on problem - solving , leading change , and building connections through their involvement in the City - County Management Senior Fellowship Program ( CMSFP ) . Thyais Scott , the Director of Human Resources for the US Army Garrison Fort Novosel , is no stranger to being recognized . She won the 2021 Installation Management Command Stalwart Award , and now she ' s been chosen for this prestigious program in 2024 . Thyais Scott , the Director of the Directorate of Human Resources at US Army Garrison Fort Novosel , Alabama , was recently picked to take part in the Army’s City - County Management Senior Fellowship Program . Scott said she applied for this program because she wants to broaden her knowledge , develop partnerships , and bring new initiatives to the organization by collaborating with external garrison partners . The City - County Management Senior Fellowship Program ( CMSFP ) gives senior garrison leaders the chance to team up with and learn from city/county managers and other senior leaders to understand what it takes to run a city/county , the challenges and opportunities that come up , and the chance to build professional relationships outside the installation . This unique experience includes spending a week in Washington D . C . and a week in the host city/county , attending community forums and ceremonies , and checking out facilities like airports , water and wastewater management plants , emergency operations centers , and other similar places . They also get to attend sessions on community engagement , partnerships , strategic planning , and managing policy and administration . Derrick Hood , the Army Support Activity Manager at Camp Bull Simons in Florida , recently finished the CMSFP by teaming up with the city of Converse , Texas . Hood mentioned that the City - County Management Senior Fellowship was one of the most informative training programs he ' s ever done . He gained a greater appreciation for how different agencies support their communities through face - to - face interactions with Army staff and local city officials . During his time in Converse , Hood went on a ride - along with the police , attended a press conference during a city crisis , and connected with officials at Randolph Air Force Base to learn about partnership opportunities for both the installation and the community . Reflecting on this experience , Hood realized that the training material isn ' t just relevant for public city management , but can also be applied by IMCOM professionals in their own Garrisons and communities . He strongly encourages eligible Garrison members to compete for a spot in the City - County City Management Program . Scott is also excited to participate later in the year . She hopes to enhance her innovative , analytical , and collaboration skills through partnerships and looks forward to gaining a strategic approach and framework for solving various complex issues within and outside of the garrison .
