☷Army Acquisition Executive s Excellence in Leadership Awards Ceremony

In a ceremony at the Pentagon on January 9th , the U . S . Army ' s top acquisition officer praised the successful development and deployment of advanced capabilities to the Army , as well as allied and partner nations . Douglas R . Bush , Assistant Secretary of the Army for Acquisition , Logistics and Technology , presented his Excellence in Leadership awards to members of the Army ' s acquisition and contracting communities . During the ceremony , Bush emphasized the importance of focusing on the soldiers and highlighted the community ' s efforts in procuring and delivering equipment for mission success and the safe return of those who defend the nation . He also acknowledged the significant contribution of the acquisition and contracting professionals in efficiently delivering assistance to allies and partners . This year ' s awards introduced new categories that align with the Army ' s commitment to transformation . The ceremony also marked the 10th anniversary of the Maj . Gen . Harold "Harry" J . Greene Awards for Acquisition Writing , and a special Lifetime Achievement in Contracting Award was presented to the family of Bryan R . Samson , a former Deputy to the Commanding General , U . S . Army Contracting Command , in recognition of his 30 - year legacy of service . Bush concluded by expressing his admiration for the outstanding team and the community ' s finest . Rebecca Bowen was named the Defense Exportability and Cooperation Professional of the Year . Ryan V . Lasecki received the Business Operations Professional of the Year Award . Chia "Jeff" Lee was honored as the Logistician of the Year . Chad D . Young and Michael D . Sprang were recognized as the Product Management or Project Director Office Professionals of the Year . Michelle Talbot was named the Contracting Professional of the Year . Thomas W . McKendry received the 2023 Barbara C Heald Deployed Contracting Civilian of the Year award . Stephanie Wilson earned the Outstanding Grants or Agreements Professional of the Year Award . Jeffrey Wyant won the Construction Services Contracting professional of the Year honors . Jonathan Biffle was named the Test and Evaluation Professional of the Year . Monica Griffin received the Engineering and Technical Management Professional of the Year Award . Tilghman Turner was recognized as the Digital Transformation Professional of the Year . The Aviation & Missile Technology Consortium received the Innovation in Contracting Strategies Individual or Organization Award . The PEO GCS Foreign Military Sales , Poland Program Office and the Project Director , Towed Artillery Systems , JPEO A&A , were honored as the Product Management or Product Director Office Teams of the Year . Army Operational Test Command ' s Air Missile Defense Test Directorate was named the Test Organization of the Year . The ACC Redstone Arsenal Team received the Contracting Unit or Team of the Year Award . The Lifetime Achievement in Contracting Award was presented posthumously to the family of Bryan R . Samson . The 2023 Major General Harold J . "Harry" Greene Writing Awards for Acquisition Writing concluded the ceremony ' s award presentations . In the Acquisition Reform category , the top composition is called "Rethinking Acquisition from Left of Requirements: DEVCOM Chemical Biological Center’s Warfighter Innovation Leveraging Expertise and Experimentation ( WILE - E ) Pilot Project , " written by Dr . Alan Samuels , Dr . Jennifer W . Sekowski , and Dr . Brian B . Feeney from Army Combat Capabilities Development Command . Joseph R . “Bo” Taylor III from PEO M&S got an Honorable Mention for his work on "Cybersecurity in a Rapid Capabilities Environment . " In the Future Operations category , the winning article is titled "Playing ' Small Ball: ' How the Defense Department Will Win Against Future Known and Unknown Biological Hazards , " written by Lt . Col . Edwin L . Kolen from JPEO Chemical , Biological , Radiological and Nuclear Defense ( CBRND ) . Caitlyn Hall from Army Aviation and Missile Command received an Honorable Mention for her piece on "Army Facilities Components System—A new Standard for Contingency Bases in Future Operations . " Doctors Christopher G . Earnhart and Lana A . Hopkins from JPEO CBRND submitted the winning composition in the Innovation category , called "Technologically Advanced Response System to High Consequence Biological Threats . " An Honorable Mention was given to Bonnie Evangelista , from the Office of the Secretary of Defense Chief Digital and Artificial Intelligence Office , for her work on "Shop ' til You Drop: Introducing the Tradewinds Solutions Marketplace . " Lt . Col . John M . Williams , II from PEO Simulation , Training , and Instrumentation ( STRI ) won the Lessons Learned category with his article on "Operationalizing Discovery: Lessons Learned from a DEVCOM Science Advisor . " Robert H . Sullivan from Army Tank - automotive and Armaments Command received an Honorable Mention for his work on Lessons Learned: The Need for Best Practices for Coding Diagnostics and Troubleshooting in Army Technical Publications . " Additionally , members of the acquisition community were recognized for their support of the national COVID - 19 response effort . The Joint Program Executive Office for Chemical , Biological , Radiological , and Nuclear Defense and Army Contracting Command received the Army Superior Unit Award for their exceptional work between March 1 , 2020 and Jan . 31 , 2021 . Their efforts saved lives and showed how the Army fights to protect our fellow citizens – on the battlefield and beyond .
