The funding will go towards housing assistance , supportive services , planning , and data collection . This historic announcement comes at a time when homelessness rates are increasing across the country . Additionally , there will be funds allocated for projects supporting survivors of domestic violence and new grants for youth homelessness programs . HUD encourages communities to prioritize housing solutions and supportive services over treatment programs or sobriety requirements . HUD also expanded the Continuum of Care program to support the Violence Against Women Act Reauthorization Act of 2022 and help rural areas address the challenges of serving homeless individuals .
