Two years ago , President Biden signed the bipartisan CHIPS and Science Act , offering a $50 billion funding opportunity to boost America ' s semiconductor industry and create numerous job opportunities . Recipients of this funding , through the Commerce Department ' s CHIPS for America program , are required to showcase how their projects will contribute to the nation ' s economic security and invest in workers and communities , including small businesses and disadvantaged groups . In 2023 , Secretary Raimondo called for a tripling of graduates in semiconductor - related fields from colleges and universities . However , there is still a shortage of skilled labor in this vital industry . Current estimates predict a shortage of 300 , 000 engineers and 90 , 000 technical workers by 2030 . Coinciding with Black History Month , Commerce Secretary Gina Raimondo hosted the launch of the HBCU CHIPS Network yesterday . This collaboration between Historically Black Colleges and Universities ( HBCUs ) and the Georgia Institute of Technology aims to provide access and opportunity for Black Americans in the field of chip production . Chips , also known as semiconductors , play a crucial role in our everyday electronics , cars , data centers , infrastructure , and military systems .
