GENERAL POSITION DESCRIPTION:
The Technician will perform routine and detailed administrative support functions to ensure efficient and compliant operation of the Clerk and Recorder’s Office of Delta County. Technician will routinely communicate with and assist members of the public, coordinate with internal departments and members of the public.
Incumbents in this position are responsible for examining and processing a wide variety of documents related to recording documents and for performing complex and accuracy-focused administrative work. The incumbent is responsible for entering and retrieving data into appropriate databases. This work is performed under general supervision and in accordance with outlined policies and procedures. It calls for the frequent exercise of independent judgment.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
When Assigned to Vital Records/Motor Vehicle/Recording All Levels:
Perform all duties in the processing, maintaining, issuing and certifying of vital records; recording and filing of required legal documents; and issuing of titles, plates and registration for all vehicles and trailers.
Receive and direct public inquiries as they pertain to functions of the Clerk’s office.
Remain current on all statutes, policies, regulations and processes regarding vital records, document recording and motor vehicle through trainings, professional reading and other opportunities made available.
Provide information to the public, either in person or by phone on elections, vital statistics, marriage licenses, recording and motor vehicle questions or refer to the appropriate individuals.
Regular and reliable attendance is required.
EDUCATION AND EXPERIENCE:
Education:
High school diploma or equivalent is required.
Experience:
Level I
Five (5) years’ experience working with the public in a detailed administrative position is preferred.
Level II
A minimum of two (2) years of experience processing motor vehicle transactions, elections, and/ or vital records and recording is required.
Hold and maintain a current Public Notary Commission.
At least one of the following based upon area of competency:
HAVA certification;
Vitals Registrar requires five mandatory trainings from Colorado Department of Health Public and Environment; ability to process birth/death records in COVIS; basic knowledge of home birth resources;
Motor Vehicle Driver’s Privacy Protection Act (DPPA) annual training that is required by Colorado Department of Revenue as well as supervisor's assigned trainings;
Recording one-on-one training to be able to perform a recording transaction with little or no assistance with very few errors;
Regularly and routinely meet performance expectations as documented in evaluations and review of responsibilities.
Perform duties with regular accuracy at an intermediate level requiring only minimal supervision.
Combination of education and experience could meet qualifications and deemed applicable.
Licenses/Certifications:
Current and valid Colorado Driver’s License required
Hiring Range:
Level I: $21.05 to $23.15 hourly
Level II: $24.21 to $25.42 hourly
