GENERAL POSITION DESCRIPTION:
This position is responsible for researching and analyzing overpayments of public assistance program benefits; negotiating repayment plans for recovery of outstanding overpayments and fraud recoveries owed to Delta County Department of Human Services; investigating fraud referrals received by the department to determine validity and course of action; and determining and establishing Intentional Program Violations (IPV) for public assistance programs when warranted.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
Research and investigate public assistance cases to determine if fraud and/or overpayments have occurred based on information collected, provided, and/or referred.
Collect benefit overpayments and fraud recoveries by all means available to a county human services agency.
Comply with all overpayment/recovery rules and file maintenance requirements as outlined in: Volume 4B (SNAP), Volume 3 (Income Maintenance), and Volume 8 (Medicaid).
Initiate Intentional Program Violation (IPV) processes and represent the Department in all actions and hearings.
POSITION REQUIREMENTS:
Education:
High school diploma or equivalent
Experience:
At least three (3) years of Eligibility Technician experience with demonstrated competency in Volume 4B, (Food Assistance), Volume 3 (Income Maintenance), and Volume 8 (Medicaid)
Demonstrated attention to detail, analytical thinking, effective professional communication and sound judgment skills.
Anticipated Hiring Salary Range:
$21.05 to $26.35 per hour depending upon self-sufficiency experience

Paid time off is accrued at 14 hours per month with an additional 11 paid holidays in a calendar year. Delta County has modified work schedules for positions and employees that qualify. As an employee, additional employee discounts and fringe benefits are available.
