This plan is part of the Biden - Harris Administration ' s commitment to promoting equity and supporting underserved communities . Secretary of Commerce Gina Raimondo emphasized the importance of diversity in driving innovation and competition . Deputy Secretary of Commerce Don Graves will outline the updated plan at an event at the White House , alongside Donna Ennis , Co - Director of the Georgia Artificial Intelligence in Manufacturing . The presentation will highlight efforts to ensure all Americans , especially those from underserved communities , can participate in the innovation economy . The Equity Action Plan focuses on promoting equitable and inclusive capitalism to drive America ' s economic prosperity . Since we released our first Equity Action Plan in 2022 , we ' ve already made some significant progress , such as distributing $3 billion in funding through economic development programs , improving internet access in underserved areas , and supporting tribal governments and Indigenous communities with $100 million in investments .
