The City of Mont Belvieu, Texas is currently accepting applications for a
Part-time Customer Service Clerk - Utility Billing
in the Finance
Department. The City of Mont Belvieu is a growing community located on IH-10 east of Houston, Texas in Chambers County.
POSITION SUMMARY:
Under the immediate supervision of the Utility Billing Manager. The position is one that requires a moderately high level of responsibility in organizing and carrying out tasks related primarily to utility billing, cash collections, and interfacing with utility customers and visitors to the City. Incumbent serves and shares responsibilities in tandem with departmental counterparts. Work assignments are received in general form, guidance is provided concerning the overall results desired, and questions relating to major objectives and priority of work are discussed with the Utility Billing Manager. He/she must be capable of handling the pressure of a multi-tasking environment and be capable of working harmoniously as a member of a team. He/she must also possess the ability to interact with the public in a professional and courteous manner. Work is subject to verification by periodic independent audits and a variety of internal checks.
ESSENTIAL DUTIES AND Responsibilities:
Receives and records cash collections associated with utility billing and accounting operations and issues receipts for the same. Cashier is responsible for daily proving of cash, reconciliation of the day’s activities to the cash receipts reports, and for generating the day’s deposit(s).
Maintains the propriety of the utility billing and cash collection systems.
Responsible for querying utility customers regarding their “confidential” status on their utility account.
Assures and resolves any customer inquiries regarding billing.
Conducts year-end activities and reports associated with utility billing and cash collections.
Assists with posting the monthly utility meter readings to the utility software.
Distributes mail in absence of City Receptionist.
Provides backup support as needed for accounting department.
Audits the accounts of utility customers in order to ascertain the propriety of consumption volumes, the propriety of meter sizes recognized by the system, the propriety concerning whether a meter should be billing sewer services or not, and maintains the original records notating the customer’s election.
Generates utility work orders as needed. Reports unaddressed work orders to the Utility Billing Manager.
Serves as the primary contact for utility customers needing assistance.
Serves as the secondary operator of the telephone system, serving as the backup for the City Receptionist. In doing so, will assist with customer(s’) general inquires and requests.
During emergency conditions, all City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.
Performs any and all other related duties or assignments as assigned.

SUPERVISORY RESPONSIBILITIES:
No supervisory responsibilities.
REQUIRED EDUCATION AND EXPERIENCE:
High school diploma or equivalent (GED) supplemented by completion of sixty (60) semester hours of college with major course work related to finance or accounting.
Four (4) years of direct, work-related experience may be substituted for course work.
Must have proven ability to deal with the general public on a daily basis using courtesy, tact and diplomacy.
Must have experience in paying and receiving cash and daily cash balancing.
Must possess a valid Texas Driver License.
Successful candidates must pass pre-employment background and motor vehicle check.
An equivalent combination of education and experience sufficient to successfully perform the essential functions of the job will be considered when hiring for this role.
