The City of Mont Belvieu, Texas is currently accepting applications for a
Finance Director
in the Finance
Department. The City of Mont Belvieu is a growing community located on IH-10 east of Houston, Texas in Chambers County.
POSITION SUMMARY:
This position assists the Chief Financial Officer in providing top-level financial direction and administration of all departments within the City. The position oversees the activities and operations of Utility Billing, Payroll, and Accounting including Accounts Payable and Accounts Receivable for the General Fund, Water & Sewer Fund, Solid Waste Fund, MBLink, Eagle Pointe Golf Course, Eagle Pointe Recreation Center, and miscellaneous other funds.
ESSENTIAL DUTIES AND Responsibilities:
The Director of Finance is responsible for the timely and accurate preparation of the City’s Annual Financial Report; acts as liaison to the City’s contractual external auditors, investment manager, and if needed, the City’s financial advisor; maintains and assesses the control environment to safeguard City’s assets; ensures City’s annual debt payments and reporting requirements are made timely and in compliance with all covenants; consistently evaluates processes and procedures to guarantee most efficient use of time and resources; assists in the preparation of the annual budget; assists department heads and supervisory personnel in budgetary and other issues relating to city finance; monitors expenditures to ensure departmental budgets are not exceeded; responsible for ensuring accurate biweekly payrolls including compensation and all benefits for over three hundred (300) employees; accountable for monthly billings and collections for Enterprise Funds; manages the annual budget for the Finance Department; prioritizes the professional growth of all department staff; and makes recommendations to City Manager on a variety of financially related issues.
The Director of Finance will implement City management philosophy; confer with public officials and citizen groups to enlist cooperation and explain city policies, procedures and actions, and provide staff support to Council, boards, commissions, the City Manager, and other staff members.
The Director of Finance will attend City Council and other meetings and assists in directing follow-up on council and board requests; assisting in identifying and planning short and long-range projects designed to upgrade various city operations to meet the growing need for services; maintain a working knowledge of federal, state and local laws and informs the City Manager, department heads and other personnel, as necessary; receiving and responding to complaints and directs follow-up; monitoring legislative changes affecting the city and apprise the City Manager and department heads of their potential effect; monitoring cash flow and authorizing transfers, as required; and other duties assigned.
The Director of Finance will occasionally author ordinances, resolutions, and proclamations; prepare monthly and annual financial statements, reports and schedules for the City Manager and City Council; assist in directing and controlling preparation of detailed agendas, forms, reports, grant applications and requests for proposals; and recommend, establish and implement programs, policies, and procedures to maintain a modern, efficient and effective city government.
During emergency conditions, all City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.

SUPERVISORY RESPONSIBILITIES:
This position manages all employees of the department and is responsible for the performance management and hiring of the employees within the department.
REQUIRED EDUCATION AND EXPERIENCE:
Bachelor's Degree in Accounting, Public Finance or related field.
Seven (7) years professional governmental accounting and/or auditing experience and five (5) years of which is in a supervisory capacity or equivalent combination of education and experience.
Must possess a valid Texas Driver License.
Successful candidates must pass pre-employment background and motor vehicle check.
An equivalent combination of education and experience sufficient to successfully perform the essential functions of the job will be considered when hiring for this role.
Preferred EDUCATION AND EXPERIENCE:
CPA and Certified Government Finance Officer (CGFO) preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
Generally Accepted Accounting Principles and Generally Accepted Auditing Principles related to municipal budgetary administration and program development.
Knowledge of preparation and development of the Annual Financial Report.
Knowledge of accounts payable and accounts receivable, financial reporting, and complex general ledger systems.
Knowledge of computers and related equipment, hardware and software for development and tracking of payroll, accounts payable and receivable, annual leave balances, credit reporting, tax preparation, and journal entries.
Knowledge of cash management practices and principles.
Knowledge of the preparation, submission, and receipt of RFP’s.
Knowledge of municipal audit practices and procedures.
Skill in developing, implementing, and enforcing municipal budgetary regulations, practices, and procedures.
Skill in tracking, monitoring, and reviewing reports of payroll, annual leave, long and short term disability, worker’s compensation, insurance, and other ongoing expenditures.
Skill in negotiating, mediating, and resolving differences in municipal auditing practices, implementing corrective measures based on audit findings, and presenting alternatives to accounting procedures to best meet the City departmental budgetary needs.
Skill in monitoring and maintaining multiple accounts, funding sources, and banking relations.
Skill in planning, developing and implementing departmental procedures and objectives.
Understand the needs and challenges of a fast growing community.
Ability to serve the public and fellow employees with honesty and integrity.
Knowledge of federal, state and local laws, statutes, regulations, codes, and standards related to the area of responsibility.
Knowledge of City policies and procedures.
