ACCRA , Ghana – The North Dakota National Guard recently celebrated their 20 - year partnership with Ghana in the Department of Defense National Guard Bureau State Partnership Program on Feb . 22 . This partnership , which started in 2004 , has seen over 200 activities take place . Some of the Guard members who attended the 20th - anniversary event in Accra were Maj . Gen . Al Dohrmann , adjutant general; Sgt . Maj . Eric Binstock , state command sergeant major; Lt . Col . Mark McEvers , NDNG SPP director , and Maj . Beth Simek , NDNG bilateral affairs officer for Ghana . Dohrmann expressed his satisfaction with their accomplishments over the past 20 years , emphasizing the importance of their friendship and the bond between the people of Ghana and North Dakota . Despite their geographical differences , both Ghana and North Dakota face similar challenges with severe flooding , which is why they share disaster preparation and response information . The North Dakota - Ghana partnership is one of the 18 partnerships in Africa . Ghana is known for its regional peacekeeping efforts , having deployed over 75 , 000 peacekeepers throughout its history . McEvers highlighted the value of this partnership , particularly in providing Soldiers and Airmen with cross - cultural experience and the opportunity to share their knowledge with Ghana . The North Dakota organizations , along with Ghana ' s National Disaster Management Organization , collaborate on various projects , such as building a National Emergency Operations Center and training on incident command principles . Additionally , the exchange program between the 164th Regional Training Institute in North Dakota and the Ghana Armed Forces Engineer Training School in Accra has been ongoing for 15 years , allowing noncommissioned officers to learn from each other and gain valuable field feedback . McEvers expressed the positive feedback received from the Guardsmen who have participated in these engagements . The State Partnership Program , which was established in 1993 in response to the Cold War , now includes 100 nations .
