HUD announced nearly $4 million in awards to support research that will help communities address their housing needs . The funds will be used to fill knowledge gaps and explore innovative practices such as off - site construction and office - to - residential conversions . This initiative aims to increase the supply of affordable housing and reduce housing costs for low - and moderate - income families . HUD Secretary Marcia L . Fudge emphasized the importance of creative solutions to the housing crisis , while Principal Deputy Assistant Secretary Solomon Greene highlighted the role of state and local leaders in implementing innovative housing policies . The research awards will support projects that assess the potential of off - site construction methods and zoning reforms to improve housing affordability . The funding will also support studies on converting office buildings to residential properties , in response to the impact of the COVID - 19 pandemic . These initiatives align with the Biden - Harris Administration ' s Housing Supply Action Plan and aim to address the challenges and barriers to off - site construction . Arthur Gensler Jr . & Associates , Inc . $858 , 261 . 91 to check out office to residential conversions in six cities . They ' ll see if it makes financial sense , look at the rules and incentives , and create an online guide for local policymakers to see how it could affect their town .
