As part of the President ' s Investing in America agenda , the Department of Energy announced $90 million in funding to support the adoption , training , and technical assistance related to building energy codes at the state and local level . This funding opportunity , part of a $225 million program established by President Biden ' s Bipartisan Infrastructure Law , continues the historic investment in state agencies , communities , and programs to successfully implement modern building codes . Accelerating the adoption of modern energy codes is a key component of President Biden ' s Investing in America agenda to reduce families ' energy bills , ensure communities are more resilient to extreme weather events caused by climate change , and achieve the country ' s ambitious climate and clean energy goals . Homes built with current energy codes are nearly 40% more efficient than those built just a few years ago , saving working families hundreds of dollars a year on their energy and water bills , said U . S . Energy Secretary Jennifer M . Granholm . Thanks to President Biden ' s Investing in America agenda , the DOE is helping state and local governments advance faster in implementing stricter codes to improve energy efficiency and drastically reduce harmful pollutants emitted by our homes , which also helps reduce local pollution that can harm community health . Building codes , particularly energy codes for buildings , have a significant impact on building resilience and occupant safety , helping increase the amount of time people can shelter in place during and after extreme weather events and power outages , including increasingly frequent and intense heat and cold events resulting from climate change . Additional criteria , including established need , long - term sustainability , and the ability to address equity , environmental justice , and resilience priorities , can be found here . This funding opportunity supports President Biden ' s Justice40 Initiative , which aims to ensure that 40 percent of federal climate benefits , clean energy , and other covered investments flow to disadvantaged communities that have been marginalized by lack of investment and burdened by pollution . To apply for this funding opportunity , applicants must register and submit application materials through EERE Exchange here . Applicants must submit a concept paper by the deadline of 5:00 p . m . ET in order to submit a complete application . The Department of Energy ' s Office of Energy Efficiency and Renewable Energy ( EERE ) is driving research , development , demonstration , and deployment of technologies and solutions to support President Biden ' s ambitious plan to achieve net - zero greenhouse gas emissions across the entire economy by 2050 . EERE is working to ensure that the clean energy economy benefits all Americans , including by creating well - paying jobs for Americans , especially workers and communities impacted by the energy transition and historically underserved by the energy system .
