HUD has put out a Notice of Proposed Rulemaking to update the regulations for the CDBG and ICDBG programs . The goal is to make it easier for underserved communities to access funding for economic and community development . The proposed rule would simplify program requirements and allow for larger projects like housing rehabilitation and infrastructure improvements . HUD Secretary Marcia L . Fudge said that these changes would reduce burden on grantees and help funding reach communities faster . The updates would also make it easier for states and localities to use funding for underserved areas . The proposed rule would be the first major update to the CDBG regulations since 1995 and aims to improve data collection to measure program effectiveness . CDBG is a program that gives funding to all 50 states and over 1 , 200 localities , mainly helping people with lower incomes . ICDBG is a competitive grant program for Tribes .
