The U . S . Department of Health and Human Services ( HHS ) and the U . S . Department of Education ( ED ) are teaming up to improve access to preschool . They recently sent a letter to state school and early childhood leaders , encouraging them to collaborate on a mixed delivery approach to preschool . This means using various early childhood settings , like child care centers , family child care homes , Head Start , and public schools , to provide preschool programs that meet families ' needs . Many states and localities are already using funds to expand access to high - quality preschool . The goal is to give more children enriching early childhood experiences that support their development and learning . This joint effort is part of a larger strategy to support young children and their families from birth to third grade . Last year , the Departments released a policy statement to promote inclusive early childhood opportunities for children with disabilities . The Department of Education is also providing guidance for schools that use Title I funds for early childhood programming . This collaboration between HHS and ED aims to create a strong connection between the early years and early grades , ensuring a smooth transition to kindergarten and setting children up for success in school .
