President Biden ' s Inflation Reduction Act , thanks to his use of the Defense Production Act , is set to give a boost to U . S . manufacturing . This will create clean energy jobs , lower energy costs , and improve public health nationwide . The U . S . Department of Energy ( DOE ) has just announced the availability of $63 million to accelerate the growth of domestic manufacturing of residential heat pumps , heat pump water heaters , and other heat pump systems and components . This investment , made possible by President Biden ' s emergency authority on climate change , utilizes the Defense Production Act ( DPA ) to increase domestic production of key clean energy technologies , including electric heat pumps . This funding opportunity follows a successful first round of $169 million in funding to manufacturers of heat pumps and components in November 2023 . Electric heat pumps are crucial for lowering energy costs , reducing reliance on fossil fuels , boosting national security , and addressing the climate crisis . U . S . Secretary of Energy Jennifer M . Granholm stated that these Defense Production Act dollars will help ramp up domestic heat pump manufacturing , reduce emissions , and create clean energy jobs across the country . The Biden - Harris Administration ' s commitment to tackling the climate crisis is demonstrated through this investment , which not only makes heating and cooling technology more accessible but also creates job opportunities in underserved communities and supports America ' s clean energy economy . Heat pumps are efficient in providing heating and cooling as well as hot water for homes and buildings . By transferring heat instead of generating it , this technology efficiently maintains comfortable temperatures in all climates , especially when homes are well - insulated . Electric heat pumps can reduce greenhouse gas emissions by up to 50% compared to the most efficient condensing gas boilers available today , and this percentage could increase to 75% by 2030 . Heat pump water heaters can be 2 to 3 times more energy efficient than conventional electric water heaters . The increased use of electric heat pumps for heating , cooling , and water heating will help lower energy costs for more American families and businesses while creating healthier indoor spaces . As the U . S . builds its clean energy economy , it is essential to develop a workforce that can support clean energy technologies . Recognizing this need , the projects supported by this funding opportunity may allocate a portion of the funding to develop the workforce required to meet the facilities ' new or expanded needs . This program is also part of the Biden - Harris Administration ' s Justice40 Initiative , which aims to ensure that 40 percent of the benefits from certain Federal climate and clean energy investments go to disadvantaged communities that have been neglected and heavily impacted by pollution . President Biden announced that the Department of Energy ( DOE ) has the authority to use the Defense Production Act of 1950 ( DPA ) to increase the production of five key clean energy technologies , including electric heat pumps . This move is intended to build a clean energy economy , create well - paying manufacturing jobs , and help families save money on their energy bills . You can find more information about the funding opportunity in the provided link . If you ' re interested , there will be an information webinar on February 21 , 2024 , at 2:00 pm ET .
