COUNTY VETERANS SERVICE OFFICER
Department: Board of County Commissioners
Job Title: County Veterans Service Officer (CVSO)
Job Type: Part-Time; Non-Exempt, 1,000 hours per year (approximately 20 hours per week x 50 weeks per year) Compensation: $24.00 per hour
Location: Miramonte Building (Telluride, CO), Sheriff’s Office Annex (Norwood, CO), may need to travel or work remotely as needed
POSITION SUMMARY
The part-time, non-exempt County Veterans Service Officer (CVSO) is responsible for directly supporting and assisting veterans and their dependents regarding benefits to which they are entitled through by accomplishing intake conversations, identifying appropriate benefits, and assisting with filing claims, providing supporting evidence and preparing appeals regarding benefits to which they are entitled. The CVSO must be honorably discharged from the United States Army, Air Force, Navy, Marine Corps, Space Force or Coast Guard, or any auxiliary branch thereof, or be a discharged LGBT veteran.
The CVSO is under the guidance of the Board of County Commissioners. The CVSO is appointed in compliance with C.R.S. 28-5-802. The CVSO services are structured on a variety of support concepts, operating from various locations within their counties that best serve and assist their veteran population. CVSOs are appointed and funded by their respective County
Commissioners with oversight and supplemental funding from the state based on their county VSO work hours.
The position will report directly to the County Manager, and will be compensated at a pay rate of
$24.00 per hour. The County Veteran Service Officer will not be eligible for County-sponsored insurance and benefit plans. However, the employee is entitled to Workers’ Compensation, general liability insurance, and Triad Employee Assistance Program.
The position will be primarily based out of the County’s Miramonte Building (Telluride, CO.) and the Sheriff’s Office Annex in (Norwood, CO) or remote, onsite to surrounding areas of the County.
Supervision Received:
Receives direct supervision from the County Manager
Supervision Exercised:
This position possesses no supervisory responsibilities.
JOB DESCRIPTION

Tasks, Duties, and Responsibilities Include, but are not limited to, the following:
Experience and understanding of Veteran Affairs processes in filing claims.
Ability to comprehend Government laws, eligibility criteria, and processes when representing Claimants.
Complete required training to achieve accreditation through the Office of General Counsel.
Effectively apply interview techniques to determine eligibility, need and situation.
Counsels veterans and their dependents regarding benefits to which they are entitled.
Prepares or assists in preparing, applications, claims and supporting documents.
Gives presentations and speeches regarding veterans' benefits to groups.
General understanding of how medical diagnosis are attained.
Performs other related duties as required and assigned.
Additional County Veteran Service Officer (CVSO) Responsibilities:
Maintain working hours and days of operation as directed by the commissioners.
Cooperate with the division of veteran’s affairs, national, state, and other county VSOs in the performance of their duties.
Assist the division in every reasonable way in the furtherance of prompt and efficient service to all veterans in the state of Colorado on a uniform basis.
Always work in the best interest of their clients to maximize the amount of federal veteran benefits that they receive
Complete division’s initial certification training program within 90-days of appointment for initial certification.
Successfully pass VA TRIP training at: TRIP Login/VSO TRIP PORTAL within 120-days of appointment.
Complete 16 hours of Continuing Education Units (CEUs) annually to maintain Accreditation.
Must be able to obtain VA Office of General Counsel (OGC) accreditation within 180 days of appointment.
DESIRED KNOWLEDGE, SKILLS & ABILITIES
Knowledge of computers, computer software, and social media (Facebook)
Ability to navigate through forms online assisting veterans to fill out their required forms.
Must be an ultimate team player and possess the ability to foster and cultivate positive, effective and trustworthy professional relationships with all County employees, Department Heads, and Elected Officials and the general public.
Possesses strong reasoning and analytical skills; must be able make rational decisions through sound logical and deductive reasoning processes to make sound judgments, decision making, and problem solving.
Possesses strong office technology and computer skills; ability to learn and effectively and accurately use various software programs related to the tasks, duties and responsibilities required of the position.
Understanding of HIPPA and PII regulations in order to protect Claimant information.
Knowledge of Microsoft Office Suite, including Word, Excel, Power Point, Outlook, Gmail, Google Sheets and Google Docs.
Ability to read, understand, and compose written information and instructions.
Ability to express ideas clearly and concisely, both verbally as well as in a variety of written formats, including live and virtual presentations.
Must be extremely organized and possess the ability to manage multiple tasks and reprioritize workflow and assignments as work situations and needs change.
Ability to deliver effective results in a fast-paced environment while adhering to scheduled deadlines.
Possesses a high level of attention to detail.
Must be honest, truthful, positive and trustworthy and possess a high degree of personal integrity.
Ability to speak one or more foreign languages, particularly Spanish is preferred but not required.
DESIRED EDUCATION & EXPERIENCE
High school diploma or equivalent required.
CVSO must be honorably discharged from the United States Army, Air Force, Navy, Marine Corps, Space Force or Coast Guard, or any auxiliary branch thereof, or be a discharged LGBT veteran.
Bachelor’s degree.
A minimum of two years serving veterans -Veterans Service Organizations (American Legion, VFW, DVA) operate IAW their respective accreditations.
REQUIRED LICENSES & CERTIFICATIONS
Must possess and maintain a valid Colorado Driver’s License and satisfactory driving record.
Required to obtain within 6 months of appointment. Accredited Veteran Service Organization VSOs may request to be cross accredited under Office of General Counsel POA 039. Request requires completion of state 30-60-90 training certification and successful completion of VA TRIP. Requests may be submitted to the Lakewood Administrative office for review and processing.
SPECIAL REQUIREMENTS
As part of your duties as a county employee, you may be called upon to perform duties outside your day-to-day activities in order to support county emergency operations. All county employees are required to complete National Incident Management System (NIMS) training within the first 6 months of employment.
Must be able to satisfactorily pass a comprehensive, pre-employment criminal background and motor vehicle check.

Dexterity of hands and fingers to operate a computer keyboard, mouse, and other devices and objects. The employee must frequently lift and/or move objects up to 10 pounds.
Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Physical ability and mobility to drive a motor vehicle to and from meetings and traverse uneven and rugged terrain as required. Ability to work extended shifts and attend training and meetings outside of regularly scheduled hours and the ability to work in stressful situations.

This job operates primarily in an office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. May include at times working and operating a vehicle in severe weather conditions, especially during the winter season.
