   Job Title: APPRAISER
   Job Type: Full-Time; Non-Exempt, 40 hours per week
   Compensation: Grade 27, Steps 3-6 ($28.26-$30.43 per hour)
   Location: Miramonte Building (Telluride, CO)
   POSITION SUMMARY 
   The Full-time, non-exempt Property Appraiser I is responsible for gathering, collecting, and analyzing data relating to residential, commercial, agricultural, and oil and gas properties, as well as vacant land. The Property Appraiser I is also responsible for performing property valuations for assessment purposes, including, but not limited to, the classification of property, field inspections, and valuation of agricultural land and improvements. This position must have a Colorado Ad Valorem Appraiser License or higher. 
   The position will report directly to the County Assessor and Appraisal Supervisor and will be compensated at Grade 27, Steps 3-6 ($28.26 - $30.43 per hour). As a full-time position, the Property Appraiser I is eligible for all County-sponsored insurance and benefit plans as summarized in the
   SMC 2024 Summary of Benefits
   , subject to applicable waiting periods. 
   The position will be primarily based out of the County’s headquarters located in the Miramonte Building in Telluride, and will frequently travel throughout San Miguel County for field visits and site inspections.
   Supervision Received: 
   Receives direct supervision from the County Assessor and Appraisal Supervisor. Works under the general guidance of Appraiser III and/or Appraiser II.
   Supervision Exercised:
   This position will provide general guidance to Data Collector.
   JOB DESCRIPTION
   The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. San Miguel County retains the right to modify or change the duties or essential functions of the job at any time.
   Tasks, Duties, and Responsibilities Include, but are not limited to, the following:
   Values all parcels in San Miguel County, including residential properties, oil & gas production and equipment, natural resources, and manufactured homes.
   Defends appraisals during property owner protest periods and at County Board of Equalization Hearings and higher-level appeals as directed.
   Responds to inquiries from taxpayers regarding property tax issues and laws.
   Verifies and updates property characteristics, processes computer-generated appraisal forms, and inputs collected data into a Computer Assisted Mass Appraisal (CAMA) system.
   Checks maps, legal descriptions, and building permits in the CAMA system; and performs periodic updates to reflect additions, completions, and/or site use and changes.
   Performs various routine field audits of construction and sales verification to gather data for assessment purposes.
   Conducts visual inspections of building sites to ascertain and verify stages of completion or development; notes quality and type of materials utilized; ascertains the use of land; interviews property owners to obtain pertinent information.
   Performs a variety of appraisal functions, including reviewing Assessor records for completeness and accuracy; posting appraisal information, compiling property information and tabulating data, and performing mathematical computations to verify accuracy and completeness.
   Computes land and improvement valuations to project assessment value using the market value approach.
   Performs mathematical computations including computing simple fees and taxes, and/or determining square footage, calculating percentages, fractions, or decimals utilizing standard formulas and readily available data.
   Follows oral and written instructions.
   Travels throughout Colorado for training and classes on occasion. Frequently travels throughout San Miguel County for field visits and site inspections.
   Performs other related duties as required and assigned.
   DESIRED KNOWLEDGE, SKILLS & ABILITIES
   Knowledge of USPAP and existing assessment laws and regulations as they apply to appraisal techniques and valuations.
   Ability to use mathematical reasoning to carry out office responsibilities.
   Knowledge of office methods/procedures, spelling, punctuation, and grammar as well as coordinate geometry. 
   Knowledge of departmental operations, rules, laws, regulations, procedures, and functions of other related offices. Knowledge of data entry and retrieval operations for computer systems.
   Ability to make decisions in accordance with rules, regulations, laws, and procedures.
   Ability to exchange information with others and to develop and present recommendations.
   Ability to maintain complete confidentiality.
   Knowledge of the principles of property valuation, use of construction materials, and interpretation of architectural drawings.
   Ability to translate communication methods into various levels of effective oral and written material.
   Possesses strong reasoning skills; must be able to make rational decisions through sound logical and deductive reasoning processes to make sound judgments, decision making, and problem-solving.
   Possesses an extremely high level of attention to detail.
   Must be honest, truthful, positive, and trustworthy and possess a high degree of personal integrity.
   Must be an ultimate team player and possess the ability to foster and cultivate positive, effective, and trustworthy professional relationships with all County employees, Department Heads, Elected Officials, and the general public.
   Possesses strong reasoning and analytical skills; must be able to make rational decisions through sound logical and deductive reasoning processes to make sound judgments, decision making, and problem-solving.
   Possesses strong office technology and computer skills; ability to learn and effectively and accurately use various software programs related to the tasks, duties, and responsibilities required of the position.
   Knowledge of Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, Gmail, Google Sheets, and Google Docs. Ability to read, understand, and compose written information and instructions.
   Ability to express ideas clearly and concisely, both verbally as well as in a variety of written formats, including live and virtual presentations, including appraisal reports, spreadsheets, charts, and graphs; must be able to present accurate and detailed information.
   Must be extremely organized and possess the ability to manage multiple tasks and reprioritize workflow and assignments as work situations and needs change.
   Ability to deliver effective results in a fast-paced environment while adhering to scheduled deadlines.
   Possesses an extremely high level of attention to detail.
   Must be honest, truthful, positive, and trustworthy and possess a high degree of personal integrity.
   Ability to speak one or more foreign languages, particularly Spanish is preferred but not required.
   DESIRED EDUCATION & EXPERIENCE
   Colorado Ad Valorem Appraisal license, or higher, in good standing with the Department of Regulatory Agencies.
   A high-school diploma or equivalent is required.
   Bachelor’s degree or Associate’s degree in business administration, general business, finance, accounting, economics, or a related field is preferred.
   Two (2) or more years of experience in construction, appraisal, or a related field is preferred.
   An equivalent combination of education and work experience that produces the knowledge, skill, and ability to perform the essential duties/responsibilities of the position.
   Experience working within the public sector, especially local government, and within a County Assessor's office is strongly preferred.
   REQUIRED LICENSES & CERTIFICATIONS
   A current Colorado Ad Valorem Appraiser License is required.
   Must possess and maintain a valid Colorado Driver’s License and satisfactory driving record.
   SPECIAL REQUIREMENTS
   As part of your duties as a county employee, you may be called upon to perform duties outside your day-to-day activities in order to support county emergency operations. All county employees are required to complete National Incident Management System (NIMS) training within the first 6 months of employment.
   Must be able to satisfactorily pass a comprehensive, pre-employment criminal background and motor vehicle check.

Dexterity of hands and fingers to operate a computer keyboard, mouse, and other devices and objects. The employee must frequently lift and/or move objects up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Physical ability and mobility to drive a motor vehicle to and from meetings and traverse uneven and rugged terrain as required. Ability to work extended shifts and attend training and meetings outside of regularly scheduled hours and the ability to work in stressful situations.

   This position requires work to be performed in a variety of indoor and outdoor environments. Work will be performed in both an office and field setting, including at field sites throughout San Miguel County that may periodically have unpredictable requirements or demands and require navigating uneven terrain. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Ability to tolerate and be productive in a quiet to moderate noise level in the workplace. Work environments may include at times working and operating a vehicle in severe weather conditions, especially during the winter season.
