   Full Salary Range / Grade 52, Steps 1-16, $103,708 - $150,196
   Location: Miramonte Building (Telluride, CO) & Ouray County’s Office (Ridgway, CO)
   POSITION SUMMARY
   The Full-Time, Exempt Human Services Director is responsible for managing all staff and department functions by providing highly responsible administrative, quality control, and fiscal management within the Human Services Department.  The Human Services Director and Deputy Director serve and oversee both San Miguel County and Ouray County Human Services Departments.   This position manages the administration of, but is not limited to, the following public assistance programs; Supplemental Nutrition Assistance Program, Colorado Works, Adult Financial programs, Child Care Assistance Program, and Medicaid.  In addition, this position manages the Child Welfare and Adult Protection programs as well as Burial Assistance, and County General Assistance.  
   The position will report directly to the San Miguel County Manager and will be compensated at a Grade 52, Steps 1-9, $103,708 - $126,360. As a full-time position, the Human Services Director is eligible for all San Miguel County-sponsored insurance and benefit plans as summarized in

   , subject to applicable waiting periods.
   The position serves two counties, work is performed out of the County’s Miramonte Building in Telluride, Colorado, and Ouray County’s office in Ridgway. The position has weekly office hours in both locations, approximately a 50/50 split. 
   Supervision Received:
   General direction is received from the San Miguel County Manager while the Human Services Director must be capable of exercising wide latitude in determining objectives and approaches to critical situations and assignments. The position also reports to both Board of County Commissioners when they sit as the Board of Human Services. 
   Supervision Exercised:
     The Human Services Director is responsible for the efficient and effective operation of the Human Services Department for San Miguel County and Ouray County. The Human Services Director is responsible for the supervision, training, and evaluation of assigned staff, including the Deputy Human Services Director. The position is responsible for providing excellent service to the general public and the County’s internal customers, including but not limited to all County employees, Directors, Department Heads, and Elected Officials.
   JOB DESCRIPTION
   The following statements are illustrative of the
   essential functions

   Tasks, Duties, and Responsibilities Include, but are not limited to, the following:
   Carries out managerial responsibility in accordance with policies, procedures, and applicable laws including interviewing, hiring and training, planning, assigning, and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems, including those related to civil rights and discrimination complaints.
   Plans, coordinates, assigns, and monitors performance and coaches, counsels, mentors, trains, and advises employees in the department for the dual goals of meeting department goals, Human Service Director’s goals, and employee career development.
   Interprets, develops, communicates, updates, and/or monitors ordinances, policies, procedures, and standards for the department using continuous quality improvement; recommends improvements when necessary and may work with agencies to correct areas of non-compliance.
   Responsible for the delivery of federal, state, and county Human Services programs including but not limited to Child Protection, Youth in Conflict, Adoption, Foster Care, Core Services, Adult Protection, Medicaid, Colorado Works, Old Age Pension, Aid to the Needy Disabled, Low Income Energy Assistance Program, and Supplemental Nutrition Assistance Program.
   Plans and implements short-term, long-term, or annual goals, objectives, structure, strategies, and Departmental direction to deliver services and benefits in an optimum manner.
   Partners with the Colorado Department of Human Services (CDHS), Health Care Policy and Finance (HCPF), Department of Early Childhood (CDEC), and other state agencies for law, rule, and policy information.
   Carries out responsibilities in a manner that ensures the Department is in compliance with federal, state, and county policies, procedures, and laws.
   Prepares the Human Services Department Budget.
   Solicits, negotiates, and authorizes contracts for services and/or purchases of service; supervises contract performance.
   Collaborates with other agencies to maximize service/benefit delivery to clients.
   Ensures quality standards and compliance with regulations are maintained.
   Responsible for fiscal management that maintains fiscal soundness, maximizes reimbursement to the County from other entities and ensures that expenditures are within the law, rules, and regulations.
   Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
   Prepares complex, routine, and non-routine reports utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports.
   Serves as a liaison and/or member of various committees, boards, and/or teams and collaborates, persuades, presents reports to, and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.
   Interacts with a variety of high-level individuals, both internally and within the community to provide information; disseminates departmental information and assists in resolving administrative issues.
   Follows up on inquiries from various agencies, groups, media, etc., regarding department programs and services.
   Disseminates a variety of information to various agencies, divisions, or departments via telephone, mail, or FAX.
   May serve as backup for other positions within the department.
   Follows oral and written instructions.
   Travels to Norwood, Egnar, Ouray, and throughout both counties as needed in addition to weekly office hours in Ridgway.   
   Performs other related duties as required and assigned.  
    
   DESIRED KNOWLEDGE, SKILLS & ABILITIES
   Knowledge of principles and objectives of state and federal laws, rules, and regulations pertaining to publicly funded human services programs.
   Knowledge of principles of strategic planning, prioritization, decision making, and budgeting.
   Knowledge of Human Services accounting practices and ability to interact with staff accountant frequently. 
   Knowledge of leadership, management, and supervisory principles and methods.
   Knowledge of casework standards and practices. 
   Ability to relate to a variety of people, cultures, problems, and circumstances.
   Skill in developing and organizing a wide variety of programs, staff, and resources.
   Skill in using tact, discretion, initiative, and independent judgment within established guidelines; maintaining confidentiality, PPI and HIPAA. 
   Possesses an extremely high level of attention to detail.
   Must be an ultimate team player and possess the ability to foster and cultivate positive, effective, and trustworthy professional relationships with all County employees, Department Heads, Elected Officials, and the general public.
   Possesses strong reasoning and analytical skills; must be able to make rational decisions through sound logical and deductive reasoning processes to make sound judgments, decision making, and problem-solving.
   Possesses strong office technology and computer skills; ability to learn and effectively and accurately use various software programs, such as Colorado Benefits Management System (CBMS), Child Care Automated Tracking System (CHATS), (Trails), and Colorado Adult Protection System (CAPS), related to the tasks, duties, and responsibilities required of the position.
   Knowledge of Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, Gmail, Google Sheets, and Google Docs.
   Ability to read, understand, and compose written information and instructions.
   Ability to express ideas clearly and concisely, both verbally as well as in a variety of written formats, including live and virtual presentations.
   Must be extremely organized and possess the ability to manage multiple tasks and reprioritize workflow and assignments as work situations and needs change.
   Ability to deliver effective results in a fast-paced environment while adhering to  scheduled deadlines.
   Ability to speak one or more foreign languages, particularly Spanish is preferred but not required. 
   Must be honest, truthful, positive, and trustworthy and possess a high degree of personal integrity.
   DESIRED EDUCATION & EXPERIENCE
   A Bachelor’s Degree from an accredited college or university in Social Work, Psychology, Behavioral Sciences, Human Services, Education, Business or Public Administration, or a related field that has included coursework in management of Human services programs is required, Master’s Degree strongly preferred. 
   Six (6) years of progressively responsible experience in human services programs. 
   An equivalent combination of education, formal training, and work experience that produces the knowledge, skill, and ability to perform the essential duties/responsibilities of the position.
   Experience working within the public sector, especially local government is strongly preferred.  
    
   REQUIRED LICENSES & CERTIFICATIONS
   Must possess and maintain a valid Colorado Driver’s License and satisfactory driving record.
    
   SPECIAL REQUIREMENTS
   As part of your duties as a county employee, you may be called upon to perform duties outside your day-to-day activities in order to support county emergency operations.  All county employees are required to complete National Incident Management System (NIMS) training within the first 6 months of employment. 
   Must be able to satisfactorily pass a comprehensive, pre-employment criminal background and motor vehicle check.

Must be able to respond to the customers’ needs and perform tasks requiring extensive hand and eye coordination.  Dexterity of hands and fingers to operate a computer keyboard, mouse, and other devices and objects.  The employee must frequently lift and/or move objects up to 20 pounds.  Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Physical ability and mobility to drive a motor vehicle to and from meetings and traverse uneven and rugged terrain as required. Ability to work extended shifts and attend training and meetings outside of regularly scheduled hours and the ability to work in stressful situations.

   This job operates primarily in an office environment.  This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.  Ability to tolerate and be productive in a quiet to moderate noise level in the workplace.  Occasionally this job requires attendance at community events and visits to program participant's home or school. Work may be performed in an environment with crisis situations that require making major decisions involving people, resources, and property, and may include at times working and operating a vehicle in severe weather conditions, especially during the winter season.
