   Location: Miramonte Building (Telluride, CO)
   POSITION SUMMARY 
   The Full-time, non-exempt Appraiser II is responsible for performing professional land, mobile home, residential and commercial real property appraisal work, competently and in a manner that is independent, impartial, and objective. This position may also be responsible for the valuation of Oil and Gas production and equipment. The Appraiser II position is expected to possess direct experience in the valuation of real property including knowledge of the three approaches to value as well as an awareness of ad valorem valuation methodology. This position will work with appraisal staff, consultant appraisers, Department of Property Taxation personnel, and County Attorneys as requested by the Assessor and Supervising Appraiser. 
   The Appraiser II will report directly to the County Assessor and Appraisal Supervisor and will be compensated at a Grade 32, Step 2-6 pay rate, ranging from $31.19 - $34.43 per hour, dependent on relevant years of experience in the profession/industry and according to the County’s existing classification and compensation scale. In order for the successful candidate to be offered a Grade 32 pay rate according to the County’s existing classification and compensation scale, it is required that the successful candidate must possess a current State of Colorado Certified Residential Appraiser License. As a full-time position, the Appraiser II will be eligible for all County-sponsored insurance and benefit plans as summarized in
   SMC 2024 Summary of Benefits
     and subject to applicable waiting periods. 
   The position will be primarily based out of the County’s headquarters located in the Miramonte Building in Telluride, Colorado.
   Supervision Received:
   Receives direct supervision from the County Assessor and Appraisal Supervisor. Works under the general guidance of Appraiser III.
   Supervision Exercised:
   This position will provide general guidance to Appraiser I and/or Data Collectors.
   JOB DESCRIPTION
   The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. San Miguel County retains the right to modify or change the duties or essential functions of the job at any time.
   Tasks, Duties, and Responsibilities Include, but are not limited to, the following:
   Values all parcels in San Miguel County, including residential and vacant properties, oil & gas production and equipment, natural resources, and manufactured homes.
   Verifies and updates property information in the Computer Assisted Mass Appraisal (CAMA) system including building permits, property characteristics, building sketches; and performs periodic updates to reflect additions, completions, and/or site use and changes.
   Performs various routine field audits of construction and sales verification to gather data for assessment purposes. Monitors construction progress and percentage of completion, noting quality and types of materials used.
   Interviews property owners, buyers, sellers, brokers and other market participants to obtain pertinent information regarding sales or new construction.
   Computes land and improvement valuations to project assessment value using the market value approach, applying appropriate procedures and methodologies as required by statute.
   Performs mathematical computations including computing simple fees and taxes, and/or determining square footage, calculating percentages, fractions, or decimals utilizing standard formulas and readily available data.
   Performs a variety of appraisal functions, including reviewing Assessor records and mapping data for completeness and accuracy; posting appraisal information, compiling property information and tabulating data, and performing mathematical computations to verify accuracy and completeness.
   Interacts with staff of other departments and jurisdictions in order to collect and verify information used to determine appraisal value of properties.
   Responds to inquiries from and provides education to taxpayers regarding property valuations and assessment processes, statutory requirements and state regulations.
   Defends appraisals during property owner protest periods and at County Board of Equalization Hearings and higher-level appeals as directed. Prepares USPAP compliant Appraisal Reports in preparation of higher-level appeals.
   Maintains any licenses/certifications required for this position and fulfills any continuing education requirement necessary to keep licenses/certifications current.
   Assists in training less experienced staff at the request of the County Assessor or Appraisal Supervisor.
   Follows oral and written instructions.
   Travels throughout Colorado for training and classes on occasion. Frequently travels throughout San Miguel County for field visits and site inspections.
   Performs other related duties as required and assigned.
   DESIRED KNOWLEDGE, SKILLS & ABILITIES
   Knowledge of Colorado statutes, Department of Property Taxation procedures and general appraisal methods.
   Knowledge of and ability to apply National, State, and local regulatory requirements and guidelines and educate the public about appraisal theory as well as State statute.
   Basic geometry, mathematics and measurements skills, including fractions, percentages and square footage.
   Knowledge of Market approach to Value. Familiarity with Cost and Income approaches to Value.
   Knowledge of building techniques, workmanship and materials.
   Technical writing skills to develop narrative, USPAP compliant appraisal reports.
   Deals courteously, professionally, and diplomatically with the public.
   Excellent verbal and written communication skills necessary to work with peers, supervisors, and the public, as well as those skills necessary to provide expert testimony for all appeal level requirements.
   Proficient in Word and Excel, and familiar with drawing programs and CAMA systems.
   Must be organized and possess the ability to manage multiple tasks and reprioritize workflow and assignments as work situations and needs change.
   Possesses a high level of attention to detail.
   Must be honest, truthful, positive and trustworthy and possess a high degree of personal integrity.
   Must be a team player, fostering and cultivating positive, effective, and trustworthy professional relationships with all County employees, department heads, elected officials, and the general public.
   Ability to deliver effective results in a fast-paced environment while adhering to scheduled deadlines.
   Ability to maintain complete confidentiality.
   Ability to speak more than one language, including Spanish, is preferred but not required.
   DESIRED EDUCATION & EXPERIENCE
   Colorado Certified Residential Appraisal license in good standing with the Department of Regulatory Agencies.
   College level education requirements for a Certified Residential Appraiser license.
   Two (2) or more years of professional appraisal experience in private or public sector, including ad valorem experience, and knowledge of real estate principles, procedures, and markets.
   An equivalent combination of education and work experience that produces the knowledge, skill, and ability to perform the essential duties/responsibilities of the position.
   Experience working within the public sector, especially local government, and within a County Assessor’s Office is strongly preferred.
   REQUIRED LICENSES & CERTIFICATIONS
   A current State of Colorado Certified Residential Appraisers License is required.
   A current State of Colorado Certified Residential Appraisers License; which includes =200 appraisal education hours, = 1,500 experience hours and continuing education requirements to retain license.
   Must possess and maintain a valid Colorado Driver’s License and satisfactory driving record.
   SPECIAL REQUIREMENTS
   As part of your duties as a county employee, you may be called upon to perform duties outside your day-to-day activities in order to support county emergency operations. All county employees are required to complete National Incident Management System(NIMS) training within the first 6 months of employment.
   Must be able to satisfactorily pass a comprehensive, pre-employment criminal background and motor vehicle check.

Must be able to respond to the customers’ needs and perform tasks requiring extensive hand and eye coordination. Dexterity of hands and fingers to operate a computer keyboard, mouse, and other devices and objects. The employee must frequently lift and/or move objects up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Physical ability and mobility to drive a motor vehicle to and from meetings and traverse uneven and rugged terrain as required. Ability to work extended shifts and attend training and meetings outside of regularly scheduled hours and the ability to work in stressful situations.

   This job operates primarily in an office environment. Work involves sitting or standing at a counter/desk 75% of the time, sitting/working with equipment 10% of the time, and walking or performing various duties 15% of the time. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Ability to tolerate and be productive in a quiet to moderate noise level in the work place. The work also requires field inspections requiring travel and walking on sloping and ungraded terrain and extended periods of walking and standing.
