This is the first of three planned brigade headquarters buildings . The goal is to create a more walkable training environment and save money on utilities by having fewer , multi - story buildings . The smaller footprint of the brigade headquarters will also reduce stormwater runoff and save on stormwater management costs . The floor plan is based on the standard design of the "Operational Readiness Training Complex , " and extra space has been added to accommodate stairs and elevators to the second floor . According to Harrie , the smaller size of the brigade headquarters building plan reduces the amount of stormwater runoff and the need for stormwater management features , resulting in cost savings .
