   To make it easier for families to access child care assistance , the rule streamlines the application process and allows more families to start receiving assistance right away . This means parents won ' t have to disrupt their employment , training , or education to get the help they need . Today , the Biden - Harris Administration ' s U . S . Department of Health and Human Services ( HHS ) announced a new rule that will help families save money on child care and give them more choices . This rule is in line with President Biden ' s plan to make child care more affordable and support caregivers . It updates the Child Care and Development Fund ( CCDF ) , which is the largest source of funding for families to afford child care and improve its quality . Vice President Harris stated , "President Biden and I believe that every family in our nation should be able to access affordable child care . " She emphasized the importance of this step in reducing child care costs for working families . Secretary Xavier Becerra also highlighted the significance of affordable , quality child care for families across the country , as it allows parents to pursue job opportunities and meet their basic needs with peace of mind knowing their children are safe . The rule also requires states to make timely payments to child care providers and cover the costs of providing care . This will help child care providers participate in CCDF and stabilize their operations . The changes to CCDF include reducing costs for families by limiting the amount they have to pay based on their income . It also makes it easier for states to eliminate co - payments for families in need , such as those below the poverty level or with a child with a disability . Additionally , the rule makes it easier for families to find child care that works for them . The HHS estimates that around 100 , 000 children will benefit from lower child care costs because of this rule . That ' s why the Biden - Harris Administration has made investing in early care and education a top priority—and why we will continue to take action to support families across the country . ” “We have an opportunity to improve the performance of child care providers who do the critical work of caring for our youngest students and supporting working families , ” said Ruth Friedman , director of the Office of Child Care . “When child care providers are financially healthy , the entire community benefits . ”
