Today , the U . S . Department of Health and Human Services ( HHS ) released some new info about the U . S . Department of Housing and Urban Development’s ( HUD ) Foster Youth to Independence ( FYI ) program . This program helps young adults between 18 and 24 who have left foster care or are facing homelessness . The guidance , created with HUD , will make it easier for eligible young adults to get the help they need . It ' s really important for these young people to have stable housing as they become independent adults . Around 20 , 000 youth leave foster care each year , and they often have a hard time finding and keeping housing . That ' s why the President ' s budget for 2024 includes a program to give housing vouchers to all young people aging out of foster care . To access the FYI program , a young adult needs to be referred by a child welfare agency to their local public housing authority . Organizations that help runaway and homeless youth can work with these agencies to connect with eligible young adults . This guidance gives them more info about how the FYI program works and how they can partner with child welfare agencies . HHS Secretary Xavier Becerra said that everyone deserves a safe place to live , especially young people who are transitioning out of foster care . He believes that preventing and ending homelessness requires us to understand and address the reasons behind it , like the cost of housing and issues with substance abuse and mental health . The Biden - Harris Administration is really committed to ending youth homelessness , and we ' re gonna keep making it easier for young people to get the resources they need to change their lives . ACF believes that every young person deserves a stable place to live , especially those transitioning out of foster care . This guidance is gonna help communities understand and meet the unique needs of young people who are at risk of or already experiencing homelessness . The FYI program is a great way for communities to make sure that young people who have been in foster care have a stable place to live . RHY grant recipients can help young adults get the support they need , like getting identification cards and finding other services . ACF wants all young people to have a safe and stable future , and we hope this information helps organizations support young adults who have experienced homelessness or are at risk of it , especially those who have been in foster care . It ' s really important to remember that young people who have aged out of foster care are at a higher risk of becoming homeless . We need to work together to make sure they have the resources they need to prevent and end youth homelessness . ACF is all about supporting young people as they transition into adulthood and pursue their goals and dreams . Safe and stable housing is a top priority for young people , and we ' re gonna make sure they have it . "This information note will provide children ' s care agencies , RHY grant beneficiaries , and others who support young people another tool to help end the youth .
