☷NCO Development a Security Goal of DC Guard Jamaica Partnership

Members of the District of Columbia National Guard recently took part in a career development exchange with the Jamaica Defence Force . The exchange , which occurred at the Caribbean Military Academy in Kingston , aimed to strengthen security in the Caribbean basin and focus on the role of noncommissioned officers . The United States Embassy in Kingston highlighted the importance of shared understanding between the two forces . The partnership between the D . C . Guard and Jamaica has been ongoing since 1999 , with the aim of enhancing Jamaica ' s defense capabilities . The experience has changed the perception of the state partnership for many involved . Sergeant Jessica A . Frazer , who previously worked in the tourism industry , believes in the importance of empowering noncommissioned officers and developing leadership skills from the lowest rank . The three - day seminar in Kingston focused on NCO development , including training and promotions , with attendees gaining insights from various branches of the Jamaican Defence Force . We also talked about the ' This Is My Squad ' initiative and how it helps with building team unity and a more engaged NCO mindset . We ' re really making progress . Vaquerano and Frazer understand the importance of having a diverse and inclusive force in order to be effective in combat . The National Guard today is the most advanced , prepared , and interoperable force it has ever been . In 2023 alone , National Guard members spent almost 7 . 5 million personnel days supporting combatant commanders . We were able to show the JDF that they have our support and they ' re not alone . This exchange gives us the opportunity to help them handle present and future challenges in a positive way . I hope that we ' ve been able to assist them in understanding the role and responsibilities of a successful NCO . The State Partnership Program has expanded to include 100 partner nations since it started in 1993 . This program actively addresses difficult challenges regardless of rank . It helps us become more effective and stronger as a team , as Vaquerano mentioned . The D . C . National Guard - Jamaica Defence Force exchange highlights the importance of continued collaboration in the future . We empower our NCOs at every level and demonstrate effective mission command , as Lies pointed out . The Jamaica Defence Force sees how the U . S . military utilizes NCOs and wants to do the same .
