Col . James Handura , the commander of the U . S . Army Corps of Engineers South Pacific District , and the team from the Corps ' Los Angeles District had a casual discussion about the Brown Field Border Patrol Station during their visit to the project in San Diego County , California on March 5 . They also talked about the future goals of the project . The next day , Col . Handura , along with Col . Andrew Baker and other members of the group , took a tour of the Veterans Affairs Spinal Cord Injury Community Living Center in San Diego and had a discussion about the updates to the central utility plant . They even took a photo with the Veterans Affairs team . On March 6 , Col . Handura and his team visited the Tijuana River Barrier project in San Diego County , where they had a discussion about its progress . The contractors from the U . S . Army Corps of Engineers Los Angeles District were also present during the tour . James Handura , the commander of the South Pacific Division , recently checked out three projects in San Diego County , California that were fully funded and completed . He likes to visit projects in person , chat with the team on the ground , and see how things are going . Handura mentioned that he enjoys figuring out how he can help at his level or at the division level . One of the projects he visited was the Brown Field Border Patrol Station , which will house 400 U . S . Customs and Border Protection agents . Another project was the Veterans Affairs Spinal Cord Injury Community Living Center , which will provide care for veterans . Handura also checked out the Tijuana River Barrier project . The Los Angeles District is a top - notch organization that tackles engineering challenges in Southern California , Arizona , parts of Nevada and Utah . The district is currently working on around 200 projects and has about 800 staff members .
