Airmen from the 103rd Air Control Squadron , Connecticut Air National Guard , got in their vehicles and drove through rainstorms from Orange to Niantic to participate in Exercise Agile Panda . The goal was to test out the new Tactical Operations Center - Light system , which could potentially replace older systems used by the Air Force . The exercise marked the first time the unit tested the system outside of their base and used it to control live aircraft during training . All these units are out there supporting the 103rd ACS and testing the TOC - L system by flying in the Whiskey 105 airspace near Long Island , New York . They ' re showcasing and proving the capabilities of the TOC - L system . During the exercise , the 103rd ACS battle management team split into two groups . One group stayed back at their base to operate the old system , while a small team of 11 Airmen planned to fly with the TOC - L system on a helicopter . However , bad weather grounded the helicopter , so they had to load up the system into a vehicle and drive to Camp Nett . They were able to set up the system in just 65 minutes . The TOC - L system is designed to enhance command and control capabilities in a more compact and versatile way . It can be easily transported and set up , making units harder to detect and target on the battlefield . The system also has modern communication equipment and can pull radar data from the cloud . The 103rd ACS is testing the system in stages , with plans to use it in larger training exercises like Sentry Savannah in Georgia .
