The Biden - Harris Administration is taking the next steps in investing over $5 billion in CHIPS R&D , including the National Semiconductor Technology Center . Today , representatives from various government departments and organizations gathered at the White House to announce this investment and establish a public - private consortium for the NSTC . The announcement also included funding for the semiconductor workforce and specific areas of research . This reflects President Biden ' s dedication to American innovation and R&D . The NSTC is a crucial part of the $11 billion CHIPS for America program , bringing together different stakeholders to accelerate innovation in the semiconductor industry . Following the announcement , leaders from the semiconductor community participated in roundtables to discuss R&D opportunities and the need for industry involvement . CHIPS for America aims to bring semiconductor manufacturing back to the U . S . and ensure its long - term presence . “As we create opportunities for good - paying jobs , workforce initiatives , like NSTC’s Workforce Center of Excellence , will help ensure a diverse , skilled , and prepared workforce across the country , ” said Commerce Secretary Gina Raimondo . President Biden ' s Chips and Science Act allocated $39 billion to the Commerce Department to fund onshore semiconductor manufacturing through an incentive program . The appropriation also included $11 billion to advance U . S . leadership in semiconductor R&D through four programs: NSTC , the National Advanced Packaging Manufacturing Program , the CHIPS Benchmarking Program , and the CHIPS Manufacturing Institute USA .
