The Biden - Harris Administration is taking the next steps in investing over $5 billion in CHIPS R&D , including the National Semiconductor Technology Center . Today , representatives from various government departments and organizations gathered at the White House to announce this investment and establish a public - private consortium for the NSTC . The announcement also included funding for the semiconductor workforce and specific areas of research . This reflects President Biden ' s dedication to American innovation and R&D . The NSTC is a crucial part of the $11 billion CHIPS for America program , bringing together different stakeholders to accelerate innovation in the semiconductor industry . Following the announcement , leaders from the semiconductor community participated in roundtables to discuss R&D opportunities and the need for industry involvement . CHIPS for America aims to bring semiconductor manufacturing back to the U . S . and ensure its long - term presence . “As we create opportunities for good - paying jobs , workforce initiatives , like NSTC’s Workforce Center of Excellence , will help ensure a diverse , skilled , and prepared workforce across the country , ” said Commerce Secretary Gina Raimondo . With Biden ' s agenda to invest in America , semiconductor manufacturing is returning to America . Now it ' s time to make sure we win the future , too . “NSTC is where our CHIPS R&D investments will make significant progress — progress that will open opportunities for the U . S . semiconductor industry , create good - paying jobs , and strengthen supply chains , ” said Arati Prabhakar , Director of the White House Office of Science and Technology . we ' ve got" . President Biden ' s Chips and Science Act allocated $39 billion to the Commerce Department to fund onshore semiconductor manufacturing through an incentive program . The appropriation also included $11 billion to advance U . S . leadership in semiconductor R&D through four programs: NSTC , the National Advanced Packaging Manufacturing Program , the CHIPS Benchmarking Program , and the CHIPS Manufacturing Institute USA . Laurie E . said: “All parts of the R&D enterprise must work hand - in - hand with manufacturers to enhance each other’s successes and move the industry forward , ” said Locascio , MD , Under Secretary of Commerce for Standards and Technology and Director of the National Institute of Standards and Technology ( NIST ) . . “With NSTC at the center , CHIPS’ R&D programs are revolutionizing the U . S . semiconductor ecosystem and enabling the rapid adoption of innovations to enhance domestic competitiveness for decades to come . ” With the official launch of the NSTC Consortium , there are opportunities to express interest in joining the NSTC . More information about this can be found on the Natcast website . “Our first priority is to build a community whose members will help define the strategy and investments essential to the semiconductor R&D ecosystem , ” said Deirdre Hanford , CEO of Natcast , the non - profit operator of Natcast . NSTC . “The NSTC represents a once - in - a - generation opportunity to create a new , long - lasting institution that can serve as an engine of innovation to benefit our nation’s national and economic security for decades to come . ” NSTC is one of four CHIPS research and development programs for America . Together , these programs create the innovation ecosystem needed to ensure that U . S . semiconductor manufacturing facilities , including those funded under the CHIPS for America Act , are able to produce the world ' s most sophisticated and advanced technologies . CHIPS for America Jay Lewis , NSTC Program Director , and Deirdre Hanford , Natcast CEO , will provide an update on early NSTC activities in March 2024 . Subscribe to the CHIPS newsletter for updates . CHIPS for America is all about President Biden ' s plan to boost the American economy , create jobs , and support local communities . It includes the CHIPS Program Office , which focuses on manufacturing incentives , and the CHIPS Research and Development ( R&D ) Office , which handles R&D programs . Both offices are part of the National Institute of Standards and Technology ( NIST ) under the Department of Commerce . NIST is all about promoting innovation and competitiveness in the US by improving measurement science , standards , and technology . They ' re the perfect fit for running the CHIPS for America program because they have strong relationships with US industries and a solid understanding of the semiconductor ecosystem .
