Just over half of the funding from the Green and Resilient Retrofit Program has been given out to help fight climate change , promote environmental justice , and improve living conditions for residents in HUD - supported housing . The Department of Housing and Urban Development ( HUD ) announced $173 . 8 million in new grants and loans , bringing the total awarded to $544 million . The announcement was made by Acting Secretary Adrianne Todman and Chicago Mayor Brandon Johnson at Archer Courts in Chicago , where an $11 . 76 million grant was awarded for energy efficiency renovations . The funds will benefit low - income individuals and families living in the 146 - unit property . These grants and loans will support energy efficiency and climate resilience projects at 25 HUD - supported properties across the country . The goal is to reduce carbon emissions , improve resilience to extreme weather , and promote environmental justice . This initiative aligns with President Biden ' s Justice40 Initiative and clean energy agenda . Today ' s awards mark the first GRRP retrofit awards for properties in several states . Acting Secretary Adrianne Todman emphasized the importance of making HUD - assisted housing more sustainable , while Senior Advisor John Podesta highlighted the impact these renovations will have on improving the quality of life for low - income families . President Biden ' s Inflation Reduction Act , which is the largest climate investment in history , established the GRRP in 2022 to fund energy efficiency and resilience improvements for HUD ' s assisted rental portfolio . The GRRP Comprehensive awards provide funding for properties that are in desperate need of upgrades to make them more resilient to climate change and more energy efficient . The 25 properties chosen for Comprehensive awards today vary in size , participation in affordable housing programs , and their need for energy efficiency and climate resilience improvements . Eight of them are part of the HUD Section 202 project - based rental assistance program for low - income seniors , and 17 are part of the HUD Section 8 project - based rental assistance program for low - income individuals and families . One property has over 200 units , 17 properties have between 51 - 200 units , and seven properties have 50 units or less . Five properties are in urgent need of energy efficiency improvements , and 14 properties are at high risk from climate hazards like extreme heat , hurricanes , flooding , and other severe storms . Around halfway through the planned distribution of award funding , 109 properties and over 12 , 600 rental homes are being made greener , healthier , and safer for low - income households , seniors , and persons with disabilities . These projects include various upgrades and renovations in 38 states and the District of Columbia . As of March 28 , 2024 , HUD has granted $544 . 4 million in grants and surplus cash loans under the GRRP . Of these awards , $240 . 1 million is in grants and $304 . 3 million is in surplus cash loans . The recipients include properties with Multifamily Section 8 project - based rental assistance , Section 202 project - based rental assistance for low - income seniors , and Section 811 project - based rental assistance for low - income persons with disabilities . The funding is being used for insulation , energy - efficient windows and doors , heat - resistant roofs , energy - efficient heating and cooling , resiliency measures , and other improvements . The GRRP is designed to cater to properties of all sizes and with various energy efficiency and climate resilience needs . Some properties receiving grant and loan awards have less than 50 units , while others have between 50 and 100 or more than 200 units . Over 700 properties have also enrolled in HUD ' s free energy and water benchmarking service , funded with over $40 million , to better understand their energy and water consumption compared to similar properties . This information can help assess energy efficiency and water conservation upgrades that can be funded under the GRRP . The GRRP offers multiple funding options for property owners , including Elements , Leading Edge , and Comprehensive , depending on their specific retrofit needs and goals . And so on . . .
