Job Title: ASSISTANT FINANCE DIRECTOR

Definition
:
Under the direct supervision of the Deputy County Manager, performs professional work in planning, administering, and coordinating the work activities of the Finance Department. Manages accounting, financial reporting, supports multiple County departments, and oversees multiple audits.
Essential Functions
:

Tasks
:
Assists in development and maintenance of the County’s fund accounting, general ledger system and financial statements. Oversees the management of the County procurement process, verifying that the County is in compliance with all statutory requirements. Directs and reviews financial record keeping activities such as purchasing/accounts payable, accounts receivable and fixed assets.
Manages the production of monthly and annual financial reports. Oversees and coordinates the annual audit activity while preparing supporting documentation and summary schedules for the County’s annual audited financial statements. Directs and coordinates the preparation of the annual Expenditure Limitation Report for the audit and the County’s Annual Comprehensive Financial Report

Assists the Deputy County Manager in the development of the annual County budget by allocating department resources including budget, staff, equipment and supplies in line with department goals and objectives, while ensuring compliance with County budget policies, operations and provisions; projects costs for upcoming year, analyzes previous year’s expenditures, and provides for future needs

Assists the Deputy County Manager in the various financial and accounting programs for the County. Directs the production of monthly and annual financial reports. Communicate effectively and in a timely manner with the Deputy County Manager on issues related to effective financial management of County funds. Represents the County to outside agencies such as other counties, cities, towns, groups, and other governmental agencies. Oversees the fiscal responsibilities and requirements as it relates to state and federal grants. Coordinates payment of current debt service obligations for the County. Assists the Deputy County Manager in the general supervision of Finance Department staff through selecting, developing, evaluating, monitoring their activities, providing guidance and making assignments; plans, directs and coordinates department activities through subordinate staff; ensures compliance with state and federal requirements. Other duties as assigned.
Knowledge, Skills, and Other Characteristics
:
Knowledge of government fund accounting practices and methods and budgeting systems.
Knowledge of financial systems, procedures, and controls.
Knowledge of fiscal administration principles and practices.
Knowledge of statutory and regulatory requirements for Arizona county fiscal operations.
Knowledge of auditing and reporting systems.
Knowledge of cost benefit analysis;
Knowledge of accounting reports, warrants, and other financial forms.
Skill in establishing and maintaining effective work relationships.
Skill in auditing technical records and reports for compliance and evaluation purposes.
Skill in operating personal computer and standard office software including databases and spreadsheet files.
Skill in researching and preparing complex, technical financial reports.
Qualifications
:
A bachelor’s degree from a four-year accredited college or university is required in Accounting, Business Administration, Financial Management or related field; and six (6) years’ experience in progressively responsible government financial administration; and proficiency in specialized financial software; and valid driver license. Bilingual candidate preferred.
