☷Improving Program Delivery with Innovative Data Practices at the U S Department of Commerce

The American Rescue Plan ( ARP ) , the Bipartisan Infrastructure Law ( BIL ) , the Inflation and Reduction Act ( IRA ) , and the CHIPS and Science Act give the U . S . Department of Commerce new resources that can help boost economic growth and opportunity for all communities . To make sure these programs are delivered effectively and fairly , data practices are really important . Improving data practices is one of the goals of the Commerce Data Governance Board ( CDGB ) . To help bureaus with their evidence - building practices , the CDGB created the Metrics Working Group in August 2022 . This group was set up to find obstacles and ways to improve the use of data for program design , delivery , and evaluation . They also proposed recommendations for large - scale observational studies to evaluate outcomes from DOC programs with similar benefits . Observational studies help DOC decision - makers understand how well specific policies work to achieve common outcomes like job growth , business revenue , education , and habitat restoration . In this blog post , we ' ll share more about this effort and talk about insights from the Metrics Working Group ' s final report , "Innovation in Evidence - Building: Evolving Program Data Management Practices within the Department of Commerce . " The Metrics Working Group brought together representatives from the Economic Development Administration ( EDA ) , Minority Business Development Agency ( MBDA ) , National Oceanic and Atmospheric Administration ( NOAA ) , and National Telecommunications and Information Administration ( NTIA ) . They also included representatives from other departments that support monitoring and evaluation efforts , like the DOC Performance Excellence Office and the DOC Evaluation Officer . The group interviewed stakeholders from the DOC , including program evaluation leads , data managers , grants experts , and economic projection experts . The Metrics Working Group found two program models that show innovative ways to deliver evidence - based programs . Program models include a way to track outcomes for individuals ( like EDA ' s Good Jobs Challenge ) and a way to track outcomes for communities ( like NTIA ' s Broadband Equity , Access , and Deployment Program ) .
