Role Overview
Performs intermediate-level human support work managing the County’s implementation and administration of the various Children’s Services Act (CSA) programs and activities; serves as advisor and support staff to the Family Assessment and Planning Team (FAPT) and the Community Policy and Management Team (CPMT), as needed, by organizing, coordinating, and facilitating meetings; maintains confidential records and files; and related work, as required. Work is performed under the general supervision of the Office on Youth Director, in accordance with established team policies, to accomplish the recommendations of the FAPT and the directions of the CPMT.
***20-24 hours per week for this position will be expected***
Role Description
Ensures compliance with all applicable guidelines, regulations, standards, policies, and procedures; research program guidelines and policies for clarification and initiates necessary changes.
Serves as advisor to FAPT and CPMT (as needed), parents, and providers regarding CSA and utilization management procedures and requirements; informs teams of changes implemented at the State level.
Reviews cases and determines whether said cases meet criteria for referral to FAPT and/or CPMT; schedules appropriate cases for FAPT and CPMT review.
Attends FAPT and CPMT (as needed) meetings; notifies FAPT and CPMT (as needed) members of meetings; prepares agendas and notifies teams of cases; takes meeting notes and completes meeting follow-up; ensures maintenance of appropriate procedures and documentation to meet utilization management requirements.
Reviews case forms for completeness; maintains accurate Individual Family Service Plans (IFSP).
Maintains confidential, up-to-date files, ensuring compliance with utilization management policies and procedures. Manages the Orange CSA Utilization Review cases that are under contract with the Office of Children’s Services.
Reviews financial information received from parents; determines and reports level of parental co-pay for services; assists in the collection of parental co-pays; records parental co-pays received through the Office on Youth.
Maintains department records, ensuring compliance for on-site and random financial review and/or audit.
Verifies accuracy of data entered and amends errors; utilizes various software and accounting programs.
Helps identify service gaps for clients in the community; identifies expansions and/or improvements to existing programs and activities; recommends new programs and activities; identifies and seeks grant funding.
Communicates with supervisor, departments, team members, State and regional agencies, private providers, parents, community organizations, and the public to coordinate work activities; reviews and presents status of work; exchanges information and resolves problems.
Maintains comprehensive, up-to-date knowledge of applicable laws, regulations, policies, and guidelines; reads professional literature; maintains professional affiliations; attends workshops and training sessions, as appropriate.
Attends meetings and serves on various committees, as assigned and needed.
Receives various forms, reports, correspondence, payments, invoices, purchase orders, contracts, CSA updates, program announcements, utilization plans, program guidelines, bylaws, policies, procedures, manuals, reference materials, and other documentations; reviews, completes, processes, forwards, or retains, as appropriate.
Performs related tasks, as required.
Knowledge, Skills, and Abilities
General knowledge of the various services and programs available for at-risk youth and their families in the community; knowledge of the services offered by providers; knowledge of the demographics of the community; knowledge of standard office practices, procedures, and equipment; ability to operate a variety of office equipment and software; ability to organize and plan work and meet deadlines; ability to interpret and apply bylaws, policies, guidelines, and regulations; ability to advocate with other human service professionals; ability to maintain detailed files and records; ability to maintain confidentiality; ability to solve problems within scope of responsibility; ability to establish and maintain effective working relationships with colleagues, clients, parents, and appointed officials.
Education and Experience
A minimum of an Associate Degree from an accredited college or university in Human Services, Finance, Business Administration, Public Administration, or related field. Education must be supplemented by experience in comprehensive or human services programs or at-risk youth programs. Other equivalent education and work experience may be considered in meeting the minimum education and experience requirements. Proficiency in Microsoft Office and Thomas Brothers desired.
Special Requirements
Minimum age of 21 years old.
Possession of appropriate driver's license valid in the Commonwealth of Virginia.
Satisfactory results on a criminal background check.
