Role Overview
Plans and manages the resources, programs, operations, and staff of the Real Estate Assessments Department. Work is performed under the limited supervision of the Deputy County Administrator.
Role Description
Supervises departmental personnel.
Supervises all aspects of work associated with the assessment of new real property and the re-assessment of existing real property for ad valorem taxation.
Supervises all aspects of work associated with the administration of Land Use assessments.
Supervises all aspects of work associated with the administration of the Tax Relief Program
Publishes real estate assessment notices.
Publishes Real Estate Land Books for taxable properties, exempt properties, Land Use properties, Tax Relief properties, Public Service properties and properties with Minerals under development.
Develops, updates, and implements departmental policies and procedures.
Testifies on behalf of the jurisdiction in court cases in the defense of the assessments.
Manages financial resources; develops and implements budget; monitors expenditures and revenues to ensure compliance with approved budget.
Ensures departmental compliance with applicable laws, rules, regulations, standards, policies, and procedures; initiates any actions necessary to correct deviations or violations.
Provides information and assistance to property owners, business owners, builders, surveyors, realtors, or other individuals regarding assessment data, assessed values, property lines, ownership records, appeal rights, and related information.
Prepares or completes various forms, reports, correspondence, property record cards, or other documents.
Maintains a comprehensive, current knowledge of applicable laws/regulations.
Knowledge, Skills and Abilities
Extensive knowledge of laws, regulations, ordinances, and standards pertaining to the assessment of real property.
Considerable Knowledge of principles and practices associated with managing the departments operations, including development of goals and strategic plans, budget administration, etc.
Ability to supervise and lead employees in the department.
Ability to make difficult real property appraisals.
Ability to analyze facts and to present clear and concise oral and written reports.
Knowledge and ability to communicate organization's mission and vision, act as a role model to others.
Ability to operate various office equipment such as fax, phone. etc.
Excellent computer skills
Mathematical ability
Ability to work in a team environment.
Ability to provide the highest level of customer service.
Education and Experience
Assessor certification from the Virginia Department of Taxation required; Graduation from college preferably with a degree in business, real estate or economics and 6 years of real estate appraisal experience including three years administrative experience or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Physical Requirements
Must be able to lift up to 20 pounds. Requires constant lifting, carrying, pushing, pulling, reaching, swatting, climbing, etc. Requires the ability to perceive and discriminate sounds, odors, colors, visual perception, and depths. Ability to communicate orally and in writing.
Tasks may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, rain, temperature, or traffic hazards.
Special Requirements
Must successfully complete a criminal history background check.
Must possess and maintain a valid Virginia driver’s license
