☷U S Department of Education s Office for Civil Rights Reaches Agreement to Resolve Antisemitic Harassment in Red Clay Consolidated School District

The U . S . Department of Education’s Office for Civil Rights ( OCR ) recently resolved a complaint about a student being harassed at the Red Clay Consolidated School District in Delaware . The district has agreed to follow the rules outlined in the Civil Rights Act of 1964 , which includes addressing discrimination and antisemitic harassment against students . The investigation found that the student was targeted because she is Jewish , with incidents like classmates throwing a paper airplane with offensive language and symbols at her . The district ' s response to these incidents was often inconsistent and did not effectively address the problem . To address these concerns , the district has agreed to reimburse the student ' s parents for any counseling or academic services they sought , publicize an anti - harassment statement , review policies , improve documentation of investigations , and provide annual training for staff on discrimination and harassment . We need to provide a program for students that addresses discrimination based on race , color , and national origin , including harassment related to ancestry and ethnicity . We also need to review any complaints about discrimination during the 2023 - 2024 school year to make sure our policies are being applied consistently . Additionally , we should review incidents of inappropriate behavior and abusive language from the past two school years to see if any were cases of discrimination , and if so , take action to address them . Lastly , we should survey students about the school climate and share the results with the OCR , along with our plans to make improvements . Catherine E . Lhamon , assistant secretary for civil rights , emphasized the importance of this agreement in ensuring a safe and equal learning environment for all students , including Jewish students .
