Construction to remodel the inside of the Civic Center Annex Building starts with the Utility Billing Office on Monday , Jan . 29 . Access to the usual Utility Billing Office window will be unavailable starting Friday , Jan . 19 . While the Utility Billing Office is under construction , customers will use the Sales Tax window . Accommodations have been coordinated for walk - in customers with disabilities and to meet the needs of those who speak different languages .
While in - person payments remain an option , customers are encouraged to avoid construction and consider alternative ways to pay , including:
Online: Visit

Phone: Use the Interactive Voice Response ( IVR ) phone system at 970 - 962 - 2111 , choose option 2 , and then choose option 1 . Payments can be made with a credit or debit card or e - check .
Drop Box: Customers dropping off payments should use check , not cash . The walk - up drop box on the south side of the Civic Center Building , 500 E . 3rd St . , will not be available during construction . Utility payments can be dropped off at two other drop box locations:
There is a drive - up drop box located on the island between the Municipal Building and the Loveland Public Library , 300 N . Adams Ave . Payments are collected Monday through Friday .
There is also a walk - up drop box at Loveland Water and Power , 200 N . Wilson Ave . Payments are collected every Wednesday .

Construction at the Utility Billing Office will continue through late April . Once construction nears completion on the Utility Billing area , there will be construction impacting the Sales Tax Office , Community Partnership Office , City Attorney’s Office , City Clerk’s Office , and Information Technology Office . This includes:
The installation of a customer service window on the second floor for the Community Partnership Office , as well as finalizing security improvements for the Municipal Building Annex .
Adding enclosed spaces for the City Attorney’s Office .
Security upgrades at the City Clerks and Information Technology Offices .
An existing unused customer counter will be replaced with a wall in the City Clerk’s Office .
The project goal is to streamline customer service interactions , enhance safety protocols for staff and citizens , and maximize the square footage to increase the staff occupancy of the first and second floors of the Municipal Building .
Construction should be completed by June .
The project’s total budget is $1 , 026 , 698 . This includes the current construction bid , design costs , 1% for the arts , 15% construction contingency , low voltage cabling additions and updates , window coverings and furnishings . There is no impact on unassigned General Fund balance due to the requested funds already being appropriated in the FY2023 Budget . In addition , General Government Community Expansion Fees ( CEF ) funding is being used for the growth - related areas .
