GENERAL DESCRIPTION
The position of Planning Technician is entry-level paraprofessional work. The Planning Technician devotes a significant amount of time completing routine advanced administrative tasks in a specialized technical capacity. This position works closely with the public on a regular basis to provide customer service on planning issues. Successful Planning Technicians may be asked to perform professional-level (Planner I) duties of limited complexity as a trainee. Daily tasks include assisting the Planning Staff in responding to inquiries from the public concerning land development regulations and planning related issues. Reviewing development plans, data gathering, and drafting technical reports or letters. This position works closely with the appointed Planning staff liaison to coordinate and manage citizen advisory boards or committees.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. It is not designed to contain or be interpreted as a comprehensive inventory of all duties, environmental conditions, or qualifications required of employees assigned to this position. Other duties may be required and assigned.
1.
Provides a welcoming and helpful experience to citizens, customers, and staff. This position greets and assists customers in a friendly professional manner and provides requested information. This position serves as the office’s front-line staff to support customers in obtaining information or scheduling meetings.
2.
Performs routine office tasks including data entry, file management, copying, answering phones, and responding to emails. Plans, initiates, and carries to completion various administrative assignments.
3.
Prepares public notices, property owner verifications and review of legal descriptions.
4.
Provides support to the department at public hearings. Serves as staff secretary for multiple boards and committees on a weekly basis, often during evenings, typically 2-4 times per month.
5.
Completes meeting minutes, issues Certificates of Approval, completes Findings of Facts for signatures, and all after meeting coordination activities.
6.
Provides technical support to the planning staff in reviewing development plans, with minimal direction.
7.
Helps to prepare, verify, copy, and distribute board agendas, required advertising, and coordinates with planning staff on staff reports.
8.
Maintains automated tracking systems, hard copy files, and records. Investigates violations of zoning regulations and ordinances, including site visits.
9.
Prepares reports, tables, maps, and research records as requested. Responds to inquiries from the public concerning land development code issues and use.
10.
Gathers data and creates maps required in the processing of land development applications and for staff reports.
11.
Exercises judgment and discretion to interpret and apply rules, regulations, and policies.
12.
Keeps up-to-date on information and technology affecting functional areas to increase innovation and ensure compliance.
13.
Performs other tasks, as assigned.
MINIMUM EDUCATION AND EXPERIENCE
Education and Experience: High School diploma or equivalent plus a minimum of two years of experience working with the public or in an office-based customer service position. Bachelor’s degree in planning or related field preferred and may substitute for minimum years of experience. Proficiency in Microsoft Office Suite required. A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
Certifications and Licenses: Valid driver’s license with an acceptable driving record required.
KNOWLEDGE, SKILLS AND ABILITIES
Performance Aptitudes:

General understanding of local and regional planning codes, ordinances, and policies related to land use, development, and zoning.
•
Basic understanding of master planning, infrastructure, sustainable development, urban design, and public participation strategies.
•
Familiarity with site plan and development review processes, environmental regulations, and historic preservation initiatives.
•
Proficiency in research methodologies, data collection and analysis techniques, and information gathering from diverse sources.
•
Strong technical writing skills, including report writing, proposal development, and clear and concise communication tailored to different audiences.
•
Excellent interpersonal and communication skills to explain rules and procedures to the public effectively and address inquiries.
•
Ability to gather relevant information, analyze situations, and solve practical problems related to land development and citizen concerns.
•
Skilled in applying ordinance and code provisions to assess compliance with regulations and adapt them to field conditions.
•
Strong foundation in basic statistical analysis, mathematical calculations, and geometric principles for data analysis, permit review, and report preparation.
•
Extensive knowledge of Microsoft Office Suite, database management software, and internet applications for research and communication.
•
Basic awareness or understanding of core GIS concepts, proficiency in specific GIS software like ArcGIS or QGIS, and ability to perform map creation, spatial analysis, and data management.
•
Ability to manage multiple projects concurrently and prioritize tasks effectively.
•
Comfortable working independently and managing your own workload.
•
Ability to collaborate effectively with colleagues and planning staff on complex projects.
•
Ability to keep up-to-date with technological advancements and apply them to improve planning processes, grant research, social media education, and design solutions.
Essential Physical Skills:
Acceptable eyesight, hearing (with/without correction), ability to communicate (orally and in writing), moderate lifting and carrying (up to 50 lbs.), reaching, walking, sitting, standing, kneeling, bending, pulling, pushing, crawling, and climbing. Work Environment:
Works in an office environment, with some outside work conducting site inspections.
