GENERAL DESCRIPTION
Assists and coordinates administrative and professional work managing budget activities for the City of Fernandina Beach. Ensures compliance with applicable policies, procedures, laws, and regulations. Assists and coordinates the annual budget development process with the City’s departments to include pre-planning for the preparation and review of fund budgets and attending all budget workshops and meetings.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. It is not designed to contain or be interpreted as a comprehensive inventory of all duties, environmental conditions, or qualifications required of employees assigned to this position. Other duties may be required and assigned.
1.
Assists and coordinates the annual budget development process with the City’s departments including pre-planning for the preparation and review of fund budgets, attending all departmental budget planning meetings and public workshops, developing, and communicating budgeting assumptions to departments, instructing, assigning, and reviewing the data entry work of others into the ERP budget system.
2.
Coordinates with the Finance staff on annual Capital Improvement Plan update; ensures CIP is appropriately incorporated into the annual budget.
3.
Assists and coordinates the development and submission of the City’s budget ensuring compliance with established State TRIM requirements.
4.
Reviews City Commission meetings for financial actions taken and ensures action is reflected in the budget during the development process.
5.
Develops, monitors, and maintains a system of budgetary control prescribed by the City Commission. Creates, reviews and processes budget transfers and amendments.
6.
Researches and informs City Comptroller of accounting discrepancies/errors.
7.
Analyzes and evaluates procedures; recommends and implements changes in the evaluation and administration of Department policies, programs, and operations; implements and enforces internal accounting controls.
8.
Assists in the annual cash carry forward projection and true-up process for review of cash forward schedules by fund.
9.
Assists in the annual year-end audit activities.
10.
Prepares reports and analyses in response to various data requests from external agencies.
11.
Assists with the preparation of presentations.
12.
Coordinates the preparation of the annual budget summary book for distribution.
13.
Maintains and applies knowledge of budgeting and fund accounting principles and best practices; keeps current on applicable changes in statutes, regulations and pronouncements and presents supervisor with suggestions on how they should be incorporated in various activities.
14.
Receives and responds to inquiries and requests for assistance from other departments, outside agencies, and the public.
15.
Attends required meetings, conferences, training courses and seminars to maintain knowledge of industry trends and technology.
16.
Performs other duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE
Education and Experience:
Bachelor’s degree in accounting, Finance, Business Administration or related field required. Three (3) years’ experience in finance or accounting required, preferably in the public sector. A comparable amount of training, education and experience that provides the required knowledge, skills and abilities may be substituted for the minimum qualifications. Understanding of accounting and experience with financial systems required.
Certifications and Licenses:
Certified Public Accountant or candidate.
KNOWLEDGE, SKILLS AND ABILITIES
Performance Aptitudes:

Must have extensive knowledge of methods, policies and procedures of the Department and the City as they pertain to the performance of duties of a Budget Analyst.
•
Knowledge and understanding of laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position as defined in the City’s purchasing policies and procedures and Florida Statutes.
•
Ability to complete and evaluate methodologies used in the preparation of the City’s budget.
•
Requires ability to function in a managerial capacity for a major organizational unit requiring significant internal and external interaction.
•
Requires ability to utilize consulting and advisory data and information, as well as reference descriptive and/or design data and information as applicable.
•
Requires ability to perform basic mathematical functions; ability to calculate decimals and percentages and fractions; ability to compute discount, interest, and ratios; may include ability to calculate surface area, volumes, weights, and measures.
•
Requires ability to apply principles of logical or synthesis functions and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
•
Requires ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organization programs and operations.
•
Proficiency in Microsoft Office Suite, EXCEL (spreadsheets), Adobe (word processing), and financial business software. Maintain computer-based records.
•
Proficient in oral and written communication.
Essential Physical Skills
: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, smell, taste, odor, depth texture, and visual cues or signals.
Work Environment:
Essential functions are regularly performed without exposure to adverse environmental conditions.
