GENERAL DESCRIPTION
Responsible professional and administrative work carrying out human resources-related functions, which may include some or all of the following functional areas: staffing, payroll, labor & employee relations, training, benefits administration, HR support to management, safety and health, employee communications, HRIS, and employee event planning.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. It is not designed to contain or be interpreted as a comprehensive inventory of all duties, environmental conditions, or qualifications required of employees assigned to this position. Other duties may be required and assigned.
1.
Provides staff assistance in the administration of a comprehensive human resources management program; provides professional and efficient customer service and assistance to employees and the general public; communicates area of assignment to City employees including recruitment, benefits, workers’ compensation, payroll, safety, training, labor and employee relations.
2.
Assists with recruitment activities including job postings, review of applications, preparation of correspondence to applicants and new hires, background screening, and pre-employment physical and/or drug screen.
3.
Performs benefits administration to include change of status reporting, open enrollment, ensuring correct deductions are being made, reconciling and preparing benefits invoices, and communicating benefit information to employees.
4.
Handles benefit inquiries and complaints to ensure equitable and timely resolution for employees and retirees.
5.
Participates in annual benefit program renewals.
6.
Coordinates the monthly random drug testing program for CDL drivers.
7.
Reviews employee personnel action forms and other documents for accuracy; maintains information/data related to all employees in the Human Resource Information System (HRIS) database. Provides reports as requested.
8.
Assists with payroll changes and updating/maintaining the HRIS database. Works collaboratively with the Finance Department in ensuring the accuracy of all City payroll data submitted.
9.
Assists in onboarding new employees including preparation of new hire packets, new hire orientation, benefits overview, etc.
10.
Assists in training activities for employees.
11.
Assists in resolving disputes concerning application or interpretation of policies and procedures and/or collective bargaining agreements. Refers more complex issues to appropriate staff member.
12.
Processes department invoices for payment; audits vendor bills for accuracy and researches discrepancies.
13.
Assists in completing public records requests.
14.
Maintains security and confidentiality of employee records and information.
15.
Assists in coordinating and implementing wellness initiatives for all employees.
16.
Provide retiree benefit information and pension plan service provider information to retiring employees.
17.
Coordinates meetings of the Pension Boards with pension plan service provider; prepares agenda, posts meetings in City’s agenda management program.
18.
Assists in the City’s Safety Committee functions; prepares agenda and posts meetings, assists in setup at meetings, prepares incident reports for Committee.
19.
Assists with managing workers compensation and unemployment compensation claims efficiently and effectively.
20.
Manages requests for leave in compliance with the Family and Medical Leave Act (FMLA).
21.
Assists in planning and coordinating employee events for purpose of creating a fun and enriching work environment for employees.
22.
Keeps abreast of current trends and information related to human resources through networking, attending conferences, and applicable Human Resources media and/or organizations (SHRM, PSHRA, FPHRA, FPELRA, etc.).
23.
Performs other duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE
Education and Experience:
Bachelor's degree from an accredited college or university in Business Management, Public Administration, or related field required. Five (5) years progressively responsible experience in the human resources field. A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
Certifications and Licenses:
Professional certification in Human Resources preferred.

Requires ability to exercise judgment in situations or operations covered by well established procedures.
Essential Physical Skills:
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Work Environment:
Essential functions are regularly performed without exposure to adverse environmental conditions.
