GENERAL DESCRIPTION
Performs professional and supervisory work directing employees engaged in municipal accounting activities including investigating, evaluating, reconciling, and problem-solving regarding transaction processing. Performs professional accounting work, prepares financial reports and analysis, and provides advice and information on accounting practices and procedures.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. It is not designed to contain or be interpreted as a comprehensive inventory of all duties, environmental conditions, or qualifications required of employees assigned to this position. Other duties may be required and assigned.
1.
Supervises the monthly close of the General Ledger, prepares various reports, and financial statements monthly, quarterly, and annually.
2.
Formulates and recommends accounting policies and procedures.
3.
Supervises, plans and coordinates work of subordinates.
4.
Recommends selection of new personnel, assists Comptroller with evaluations and other appropriate personnel actions.
5.
Monitors cash positions; advises superiors or others of issues requiring attention.
6.
Assists in the preparation of the City Budget, the Truth in Mileage (TRIM) process and related activities.
7.
Reconciles various ledgers and accounts and prepares adjusting and closing entries.
8.
Coordinates renewal of insurance policies, completes and submits insurance applications and acts as primary contact in processing and handling claims including FEMA-related items, and invoices for payment.
9.
Prepares adjusting and closing journal entries and reviews and posts journal entries prepared by the Accountant.
10.
Assists external auditors and prepares reports as needed.
11.
Monitors various financial activities including Bond compliance requirements.
12.
May act in absence of Comptroller.
13.
Performs other duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE
Education and Experience:
Bachelor’s Degree in Accounting required. Five (5) years experience in general or governmental accounting with at least three (3) years supervisory experience required. Experience working with outside auditors. Prior auditing, payroll management, risk management, accounts payable, and/or accounts receivable experience required. A comparable amount of training, education or experience may be substituted for the minimum qualifications.
Certifications and Licenses:
Valid Florida driver’s license required.
Notary preferred.
KNOWLEDGE, SKILLS AND ABILITIES
Performance Aptitudes:
•
Must have extensive knowledge of methods, policies and procedures of the Department and the City as they pertain to the performance of duties of an accounting supervisor; municipal government experience preferred.
•
Knowledge and understanding of laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position as defined in the City’s purchasing policies and procedures and Florida Statutes.
•
Ability to complete and evaluate methodologies used in the preparation of the City’s budget.
•
Requires ability to function in a managerial capacity for a major organizational unit requiring significant internal and external interaction.
•
Requires ability to utilize consulting and advisory data and information, as well as reference descriptive and/or design data and information as applicable.
•
Requires ability to perform basic mathematical functions; ability to calculate decimals and percentages and fractions; ability to compute discount, interest, and ratios; may include ability to calculate surface area, volumes, weights, and measures.
•
Requires ability to apply principles of logical or synthesis functions and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
•
Requires ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organization programs and operations.
•
Proficiency in Microsoft OfficSuite, EXCEL (spreadsheets), Adobe (word processing), and financial business software. Maintain computer-based records.
•
Proficient in oral and written communication.
Essential Physical Skills:
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, smell, taste, odor, depth texture, and visual cues or signals.
Work Environment:
Essential functions are regularly performed without exposure to adverse environmental conditions.
