☷Joint Statement from the 14th U S Japan Dialogue on Digital Economy United States Department of State

The U . S . and Japan recently had their 14th meeting of the U . S . - Japan Dialogue on the Digital Economy . They both reiterated their dedication to promoting open and secure digital connectivity and technologies to support the growth of the digital economy . The discussions included topics such as 5G technology , public - private partnerships , international coordination on AI and cybersecurity , and promoting green and sustainable growth through ICT . Both countries also emphasized the importance of secure 5G networks , global subsea cable networks , and inclusive Internet governance . They agreed to continue cooperation in developing secure 5G networks in third countries and exploring innovative approaches like Open RAN and vRAN . Recognizing the growing importance of international discussions on AI governance and the challenges and opportunities posed by advanced AI systems , both countries pledged to expand outreach to partner countries and AI actors to share the Hiroshima AI Process Comprehensive Policy Framework , including the International Code of Conduct for Organizations Developing Advanced AI Systems and the International Guiding Principles for All AI Actors . They will also work together to promote the International Code of Conduct . Following the Hiroshima AI Process , they will continue to collaborate to promote interoperability among AI governance frameworks and create an environment where safe , secure , and trustworthy AI systems can be developed , deployed , and used . Additionally , the United States and Japan will encourage cooperation between their new AI Safety Institutes to promote interoperability in AI governance . They will also continue to collaborate bilaterally and multilaterally with members of the Global Cross - Border Privacy Rules ( CBPR ) Forum to implement the Global CBPR and Privacy Recognition for Processors ( PRP ) Systems by early 2024 , expand membership and participation globally , and enhance program requirements to benefit governments , certified companies , and consumers . They will co - host a multilateral workshop as part of the Global CBPR Forum in May 2024 . Also , they will work together to support Open RAN projects in other countries , such as testbeds , pilot projects , or proof - of - concept projects . They emphasized the importance of open and interoperable network architectures and having a diverse range of telecommunications suppliers to create a more diverse , resilient , and secure telecommunications ecosystem . They also agreed on the significance of collaborating on next - generation network technologies , like "6G" or "Beyond 5G" , through research , development , and international standards to achieve more secure , open , interoperable , resilient , and energy - efficient networks by the 2030s . This aligns with the G7 Vision for the future network in the Beyond 5G/6G era . They plan to use the Global Digital Connectivity Partnership ( GDCP ) to discuss potential joint initiatives in other countries related to digital and ICT . Both countries reaffirmed their commitment to meeting regularly through the GDCP , with private sector involvement as needed , to address specific topics and promote inclusive Internet connectivity , enhance cooperation on secure ICT infrastructure , and advance supplier diversity . The Global CBPR Forum is all about protecting data and privacy while also making sure different data protection rules can work together smoothly . To make this happen , the US and Japan will keep working together to promote the OECD Declaration on Government Access to Personal Data Held by Private Sector Entities . They ' ll also try to get other countries on board with these principles and collaborate on digital economy policies in various international organizations like the ITU , OECD , and G7 . Both countries are committed to engaging with different groups to make sure everyone ' s voices are heard in shaping global digital policies . They ' ll also work together on Internet governance issues and possibly host workshops on digital topics in the future . Both countries also agreed on the importance of trust and the rule of law in ensuring reliable and secure ICT supply chains and promoting fair and inclusive digital connectivity . Stephan Lang , the Deputy Assistant Secretary for Information and Communications Policy at the U . S . Department of State , led the U . S . delegation . This delegation included representatives from various U . S . government departments and agencies such as the Department of Commerce , the Federal Communications Commission , and the Department of Defense . The Japanese delegation , led by TAWARA Yasuo , the Director - General of the Global Strategy Bureau at the Ministry of Internal Affairs and Communications , included officials from various Japanese government entities like the Personal Information Protection Commission and the Ministry of Economy , Trade , and Industry .
