Peter Smith , a contracting officer for the U . S Army Corps of Engineers Transatlantic Middle East District ( TAM ) in Winchester , Va . , said that he always believed in being open to new opportunities . That mindset led him to his current job and also led him to accept a yearlong assignment in Kuwait . He was adopted from Russia along with his older sister by a couple in Fairfax , Va . During his childhood , he played various sports like football , baseball , basketball , and wrestling . This love for athletics led him to enroll in West Virginia University ' s coaching and performing science degree program . However , the program focused more on biology , anatomy , and nutrition rather than coaching , so he decided it wasn ' t the right fit for him . He then transferred to George Mason University to study business management with a focus on entrepreneurship . While in school , he started his own mobile detail business and gained experience in managing a business and workforce . Before graduating , he sold the business and had to figure out his next career move . With his family ' s background in government work , they encouraged him to explore job opportunities on the federal hiring website , USAJobs . Although he didn ' t want a desk job , he wanted stability , so he applied to multiple listings . He received a job offer from Picatinny Arsenal in New Jersey , but on his way there , he received a temporary job offer from TAM as a contract specialist . Despite being unfamiliar with TAM and the role of a contract specialist , he chose to accept the offer because it allowed him to stay close to home . He started his career at TAM through an internship that is now known as the Army Fellows program . This program is aimed at attracting and recruiting top civilian talent and provides developmental opportunities through progressive work assignments and formal training . Smith appreciated the program because it allowed him to rotate through different departments and gain a better understanding of TAM ' s mission and work . His decision to join TAM paid off , and he recently took on an acting section chief role , which has helped him develop his leadership skills . He enjoys pushing his team to understand the reasons behind their work .
