The project will remove the existing antiquated pergolas , potted plants , and concrete benches within the Downtown Texas Street corridor amenities area , between Pennsylvania Avenue and Jefferson Street . The bid opening for this project was held on Tuesday , January 23 , 2024 , and ten bids were received ranging from $106 , 000 to $269 , 040 . The apparent low bid was submitted by Sandstone Environmental Engineering , Inc . , however , staff determined the bid was incomplete ( not responsive and responsible ) .  
   The Project will be awarded to the next lowest bidder , Rx Lodge , Inc . of Oakley , California , in the amount of $129 , 601 . 04 . Working hours and days will be closely coordinated with all stakeholders to minimize impacts to the public , businesses , and city events . A subsequent project in the third quarter this year is currently in design to replace the existing trees and improve the damaged pavers .
