   Summary:
   This full time case management position provides Foster Care Coordination and Licensing as well as Kinship Coordination provisions as mandated by the State of Wisconsin.  The position is responsible for researching, advocating, and acting as a liaison between the foster parent and agency.  The Coordinator actively seeks clarification from State personnel to accurately address questioned or unresolved issues, pertaining to Statutes or rules governing the State Foster Care program.  Other duties include interviewing/home studies, resource connection, whole family support, court documentation, training, eWiSACWIS data entry, and the promotion of services.  This position works with court-ordered and voluntary Kinship cases, subsidized guardianship cases, Indian Child Welfare/161 cases, and Targeted Safety Supports Funding (TSSF) cases.  The position is also the Child Care Certification subcontract monitor.  This position works closely with the Children and Families Supervisor and HHS Fiscal Supervisor.  This position will provide Access Intake duties on a rotating basis and also participate in a 24-hour juvenile intake on-call rotation.  
    
   Essential Functions of the Position:
   Foster Care and Kinship Coordination / Subsidized Guardianship:
   Orientation of process and initiating application of foster/kinship/respite applicants to include interviewing, describing, and educating families about the Foster Care/Kinship/Respite program and requirements. 
   Providing supportive services to ensure foster/kinship providers can support children/youth in the foster/kinship home. This may include identifying services and supports tailored to meet the needs of the caregiver and/or children/youth to ensure best practices are achieved. 
   Assists in establishing legal permanence for children/youth. Particularly, legal permanence through Subsidized Guardianship. Facilitates and educates providers regarding agreements and annual reviews. 
   Provides Foster/Kinship Caregiver training. Ongoing
    
   training and the provision of training resources must be researched and offered to facilitate “child specific” care giving. Individual training plans are created to focus on areas that foster parents need or feel they could benefit from further instruction.  
   Recruitment/Retention of Burnett County Foster Homes. This may include utilizing strategies from the new federal legislation, the Family First Prevention Services Act. Additionally, utilizing community agencies/resources in recruitment efforts. 
   Completes SAFE Assessments for licensing.   
   State resources are reviewed and given to the applicant in written format and direction to online resources discussed. 
   Licensing/Certification study of individual family members, home, and assessment of eligibility, reviewing background studies and references, and making a determination based on all of the materials collected within timeframes.
   Compile all information collected to create an inclusive record within timeframes; descriptive of the families licensing qualifications, preferences, strengths and weaknesses. This process includes: scanning information, maintaining contact documentation and ongoing entering of training completion, needs, case noting contacts, and into the eWiSACWIS system.   
   Coordinate placements for children through discussion with Foster parents, case managers, ICW workers, and families.  Make every attempt to put a child or a sibling group (keeping siblings together) in a home environment (in their school district), and with a family that would be able to understand and adapt to sometimes difficult behavior.
   Recommend and request/find respite care for caregivers.   Find respite for cases that are granted preventative respite services to avoid out of home placement.  Keep a respite calendar when services are scheduled.
   File and record maintenance.  Collect updated information as changes occur.  Make changes to licenses if necessary, including Foster Care renewals and annual reassessment of Kinship Care homes.  Case note concerns and contacts with Foster parents and their families.
   The agency’s Uniform Foster Care Rate setter, including approving rates, as well as coordinating with agency and service providers.
   Out-of-Home Care Support:   
   Engage in supportive communication and resource connection to caregivers whom are supporting children/youth in out-of-home care.   This will include completing all necessary assessments and documentation for ICPC cases as well as Inter-County Home Studies.  Maintain appropriate files and data entry into eWiSACWIS.
   Indian Child Welfare / 161 Case Coordination:  
   Engage in collaboration with ICW team providing case management alongside ICW team as appropriate to indigenous children/youth and families, as outlined in CPS standards.  Oversees and collects all necessary eWiSACWIS data from ICW team or gathers from own case management efforts to ensure state competencies.
   Child Care Coordination:
     Oversee the subcontracted Child Care Certification and Recertification services including data collection, documentation and report completion, communication with vendors, site visits, and annual review of subcontracting monitoring policy and procedures.
   Access/Intake:
     Receive and document abuse/neglect reports and forward to Supervisor or Lead Worker. Conduct initial interviews in order to determine the nature of access or service need and what unit or department is best able to assist the consumer. Provide information and resources to those contacting the Department which may include Service Reports. 
   On-Call:  
   Receive incoming child protection and youth justice emergencies after-hours and make decisions regarding immediate safety to include decisions regarding holding a child/youth in custody and coordination of emergency placement/juvenile detention.  This requires coordination with law enforcement regarding custody decisions and engagement with other community professionals, such as hospital staff.  
    
   Qualification Requirements:

   Education and/or Experience:
   This position requires a Bachelor’s Degree with a major in social work or a closely related field, Wisconsin Certification as a Social Worker preferred, valid driver’s license, reliable transportation, and proficient computer skills.    
   Relevant formal preparation would include prior work experience as a Social Worker or Case Manager in a County Setting; a working knowledge of social work principles, ethics and boundaries, and familiarity with Chapters 48 and 938 of the Wisconsin Children’s Code; and knowledge of the eWiSACWIS computer system and county child protection and youth justice experience is preferred.   State training will be required to meet standards for specific job duties to include knowledge of statutes, standards, and policies pertaining to the Wisconsin Child Protective Services.
   Other Knowledge, Skills and Abilities:
   Knowledge of child/adolescent/human development. Including family dynamics, crisis management and cultural competency. 
   Ability to communicate effectively both orally and in writing. 
   Ability to be flexible and adaptive to a variety of job tasks and activities across different program areas.
   Ability to maintain confidential information.
   Ability to meet and deal with public and to establish and maintain an effective working relationship with staff and members of the public.
   Ability to exercise good judgment in approaching situations and making decisions.
   Ability to prepare and maintain clear and accurate records and reports.
   Ability to carry out directions and implement programs and policies set forth by governing committees.

   Ability to coordinate eyes, hands, feet and limbs in performing skilled movements, such as keyboard use.
   Ability to travel independently to various offices within Government Center and throughout the community.
