   Purpose of Position:
    
   The purpose of this apprentice position is to learn from and within six months become the Facilities Manager for Burnett County.  This is a unique opportunity to work with our current Department Manager to ensure a full understanding of Burnett County Facility Operations; including equipment, contracts, structures, grounds, staff, and future needs.  
    Following a successful apprenticeship, the individual will be appointed as the Facilities Manager for Burnett County and report directly to the County Administrator. 
    
   Summary:
    This position is responsible for the operation, staff supervision, direction, and planning of the maintenance, repair, upkeep of structures, and all internal systems and equipment for Burnett County including the Burnett County Government Center, Highway and Forestry Facility and Airport Terminal. This position will also be responsible for project planning and project management as necessary in conjunction with the County Administrator. 
    
   Essential Functions of the Position:
    
   Supervise and direct day-to-day activities of Facility maintenance 
   Work with other County staff to coordinate and contract for services as needed including negotiations, bidding, and contract preparation and administration as appropriate
   Promote and demonstrate a high level of internal customer service
   Work with other County staff to maintain computerized systems and records of vendors, contracts, and building plans pertaining to assigned work
   Manage County  projects as assigned which may include renovations, and construction of County-owned facilities
   Coordinate and manage contract work involving County infrastructure systems including elevators, boilers, fire sprinkler, fire detection, alarm systems, backflow devices, etc.
   Preparation and administration of annual Facility maintenance budget
   Prepare, and update as necessary long-range planning for Facilities
   Monitor safety training needs of Facility Maintenance staff
   Manage and direct proper inspection, operation and basic maintenance required for all facility equipment.
   Develop strategies for necessary maintenance, repair, and construction of municipal facilities and equipment.
   Monitor work efficiencies on process and use of equipment. 
   Manage work schedules to meet service needs.
   Manage direct reports payroll/employee self-serve/time reporting and purchase cards.
   Review plans for public and private improvements for matters affecting County buildings.
   Represents the Maintenance Department before Infrastructure Committee and County Board and presents recommendations.
   Maintains regular and predictable attendance; remains on-call twenty-four hours a day for emergency repairs; works extra hours as required.
   Routinely inspects buildings to determine maintenance needs, set priorities, and initiate work on projects, and to ensure compliance with all building codes and safety regulations.
   Develops and maintains a program of preventive maintenance and standard operating procedures.
   Interprets electrical, mechanical, and architectural drawings and troubleshooting related problems.
   Maintain electrical, HVAC, water and sewer systems and contract(s) for maintenance services
   Ordering and inventorying supplies, such as maintenance and custodial supplies.
   Provides technical assistance to staff and other departments in solving maintenance issues, remodeling proposals and facility operational type problems, such as space allocation and relocation.
    
   Qualification Requirements:
   The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.
   Associate degree (AA) or equivalent degree from a 2-year college or technical school in building maintenance, business, or management principles and/or 2 or more years of experience in building and equipment maintenance, HVAC, minimum. Bachelor’s Degree in Business Management, Facilities Management or Engineering with project management experience and 3 years’ experience managing facilities and staff is preferred.  
    
   Other Knowledge, Skills and Abilities:
   Principles, practices, and methods of building and grounds operations; building and grounds maintenance procedures. Local, State, and Federal regulations, laws, ordinances or codes directly pertaining to and impacting facility operations.  Mechanical, plumbing, carpentry, electrical, HVAC, electronic practices, methods, techniques and procedures.  Budget processes and budget management, including forecasting short and long-term building maintenance and building renovation expenditures. Building maintenance, including vendors/service providers and their functions.  County administrative procedures and policies governing personnel, purchasing, budgeting, and records maintenance.
   Oral and written communications.  Use of tools, equipment and vehicles associated with building and grounds maintenance activities and all other department tools, materials, and equipment. Maintaining and operating HVAC, mechanical systems.  Ability to organize work and develop work procedures with minimum supervision.   Ability to establish and maintain effective working relationships with the staff and general public.  Ability to prepare and maintain records.  Must be dependable, tactful, and maintain confidentiality.  Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals.  Ability to compute rates, ratios, and percentages. Must be able to read, write, and understand English.
    
   Special Requirements:
    On-call twenty-four hours a day for emergency repairs in combination with Department staff.  Maintains MSHA annual refresher training.
    
   Physical Demands:
   This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 100 pounds of force.   Work requires speaking and hearing, repetitive motions, frequently requires standing and reaching with hands and arms and occasionally requires sitting, walking, climbing stairs, balancing, stooping, kneeling, crouching or crawling, pushing, carrying, pulling and lifting. Work requires close vision, ability to adjust focus, color perception and peripheral vision, vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly.  Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.  Work requires preparing and analyzing written computer data, operating machines and observing general surroundings and activities.  Ability to coordinate eyes, hands, feet, and limbs in performing semi-skilled movements, such as assembling and repair.  Ability to recognize and identify degrees of similarities or differences between characteristics of colors, forms, sounds, odors, and textures associated with job-related objects, materials, tasks, and functions.  Ability to operate equipment and machinery requiring monitoring multiple conditions and making multiple, complex and rapid adjustments, such as carpentry hand and power tools, mowers, snow blowers, mechanic’s tools.  Ability to repair complex equipment and machinery.
    
    
   Environmental Ability:
   Ability to work under generally safe and comfortable conditions where exposure to indoor and outdoor environmental factors poses moderate risk of injury.  Outdoor duties are performed in a variety of weather conditions.  Duties involve participating in and working with various hand tools, power tools and equipment in the serving and repair of various electrical, mechanical, heating, cooling, and ground maintenance equipment; including cleaning solutions, solvents, and chemicals.  Responsible for knowing Burnett County safety policies and procedures, including OSHA and MSDS regulations and guidelines while performing the duties and responsibilities of this position in a safe and efficient manner while using appropriate safety equipment, clothing, and devices.
