   On March 31 , 2023 , the Fort McCoy food - service team , along with Garrison leadership and representatives from the Joint Culinary Center of Excellence , celebrated the completion of the Army Food Management Assistance Team ( FMAT ) Inspection . The inspection was conducted for the Fort McCoy Logistics Readiness Center ( LRC ) Food Program Management Office and LRC Supply Subsistence Management Office . The FMAT inspection took place from March 29 - 31 and is carried out every 18 months in the Continental United States . The aim of the inspection is to enhance the quality and effectiveness of the installation food service program . The Fort McCoy LRC Food Program received a perfect score of 57 out of 57 points on the inspection . Contractors from JMJ Construction , supported by Heritage Movers , were responsible for moving a World War II - era building from the 1600 block to the 1800 block at Fort McCoy on April 4 , 2023 . The plan is to relocate and repair four barracks buildings from the cantonment area to different locations . This is the first time in Fort McCoy ' s history that barracks buildings are being moved and preserved for future use . The goal is to complete the relocation and remaining work by summer 2023 . A UH - 60 Black Hawk aircrew from the Wisconsin Army National Guard trained to drop water on wildfires on April 10 , 2023 , using a Bambi bucket at Fort McCoy , Wis . This training involved personnel from the Fort McCoy prescribed burn team and aircrew , as well as Black Hawk helicopters from the 1st Battalion , 147th Aviation Regiment of Madison , Wis . They conducted a prescribed burn on the South Post of the installation , with various departments and organizations working together . Staff Sgt . Gered Doughty , an observer - coach/trainer for 3rd Brigade Engineer Battalion , 340th Infantry Regiment , 181st Multifunctional Training Brigade , operated a Caterpillar D7R Bulldozer to help stop the ground fire known as the Arcadia Fire on April 13 , 2023 , at Fort McCoy , Wis . On March 30 , 2023 , Fort McCoy leaders signed proclamations for Sexual Harassment and Assault Prevention and Awareness Month and Alcohol Awareness and Prevention Month . Proclamations for Autism Awareness Month and Child Abuse Awareness and Prevention Month were also signed later . The Fort McCoy SHARP team , Family Advocacy Program , Exceptional Family Member Program , and Army Substance Abuse Program coordinated this effort to raise awareness for these monthly observances . Sturkol , Public Affairs Office , Fort McCoy , Wis . ) The Fort McCoy rail operations team , part of the Logistics Readiness Center , conducted a rail movement operation on May 19 , 2023 . This marked the first rail movement at the installation in 2023 . Fort McCoy ' s rail operations team handles locomotives , trains units on loading railcars , assists with cargo movement , and more . The installation is one of the few in the Army that operates and supports Army - owned locomotives and conducts rail operations at this level . In 2022 , Fort McCoy supported three major rail movements . In those three movements , the rail operations support team at Fort McCoy helped load and move a total of 315 pieces of equipment on 116 railcars , which is roughly equivalent to 4 , 311 short tons of cargo . It was a successful event , with around 3 , 000 people visiting Fort McCoy for the Armed Forces Day Open House . They got to see various vehicle and equipment displays , interactive tents , and more . The highlight of the day was the Commemorative Area , which showcased the History Center , World War II - era buildings , and Veterans Memorial Plaza . The weather was perfect , with sunny skies and temperatures in the 70s . During the Army ' s 248th birthday celebration , community members enjoyed a birthday luncheon at McCoy ' s Community Center . The day also included a run/walk event , free breakfast , and a cake - cutting ceremony . The celebration was organized by the Fort McCoy Directorate of Family and Morale , Welfare and Recreation . Fort McCoy had a busy year ahead with construction projects , training , and historic events . However , the team and workforce at Fort McCoy rose to the challenge and successfully accomplished many tasks throughout the first half of the year . In April , two World War II - era barracks buildings were successfully moved to new locations . These buildings will be utilized for training units in the future . When it came to moving the third barracks building , the contractors did the same thing they did with the first two buildings at Fort McCoy . They used a remote - controlled system on wheels to move an 81 - year - old , 90 - foot , two - story barracks building through the streets and parking lots . The move of the third building started on April 3 and it went from its old location in the 1600 block to the parking lot in front of one of the newer four - story barracks buildings . It was a mix of old and new . After spending the night in the parking lot , on April 4 , Matt Childs from Heritage Movers guided the barracks down the street to its new location in the 1800 block . Childs thought the move went well after controlling the building on wheels for almost three - quarters of a mile at a speed of 3 miles per hour . On April 6 , the contractors prepared to move the fourth building to the 2800 block . This time , they used a truck because it was going a couple miles away . In the morning of April 6 , with power company trucks and utility crews moving power lines ahead of them , the contractors safely moved the fourth World War II - era barracks through the cantonment area . The construction of the first new transient troop training barracks at Fort McCoy was completed on April 1 . The $18 . 8 million project was awarded to L . S . Black Constructors , the same contractor who built the first barracks building . The contract was awarded in September 2020 and work was scheduled to be completed within 780 days . Most of the work was finished by December 2022 , with some delays due to furniture delivery . In March , all remaining work was completed and the building was officially handed over to Fort McCoy DPW . Fort McCoy leaders signed proclamations on March 30 to observe Sexual Harassment and Assault Prevention and Awareness Month , Alcohol Awareness and Prevention Month , Autism Awareness Month , and Child Abuse Awareness and Prevention Month . The Fort McCoy SHARP team , along with other programs , joined forces to raise awareness for the monthly observances , according to officials . As April continues , progress on the $11 . 96 million training brigade headquarters project at Fort McCoy is going well , with the roof being installed . The project is now 25 percent complete , and construction is picking up pace with the arrival of warmer weather . Contractor L . S . Black Constructors is currently working on roof covering and other exterior installations . The building is really starting to take shape . UH - 60 Black Hawk aircrew members from the 1st Battalion , 147th Aviation Regiment trained to drop water on wildfires at Fort McCoy , while the prescribed burn team successfully completed a prescribed burn . The training went well , and the burn achieved its goal of setting back the area to an oak savannah . In late April , Fort McCoy personnel , along with local and regional fire departments , began cleaning up a wildland fire on the north border of the base . Maj . Gen . Matthew Baker , the Senior Commander , expressed condolences to those affected by the incident and emphasized the Army ' s strong relationship with the local communities . Firefighting resources started arriving on the afternoon of April 12 . By the evening of April 12 , more fire teams from all over the state came to help out through mutual aid agreements . Fort McCoy also got support from the Army , Army Reserve , and National Guard . The Wisconsin Department of Natural Resources set up a Unified Command in Black River Falls to coordinate firefighting efforts and Fort McCoy focused on the fire inside their own area . - Four noncommissioned officers and five junior enlisted Soldiers competed for the titles of "Best NCO" and "Best Junior Soldier" at the 2023 Army Reserve Medical Command Best Warrior Competition . They had to go through a bunch of tests and challenges to show their skills and endurance . These included written exams , a 12 - mile march , drill and ceremony , weapon qualifications , combat medical evaluations , obstacle courses , and more . Sgt . Daniel Naes was named the "Best NCO" and Spc . Michael Glosemeyer was named the "Best Junior Soldier . " - Fort McCoy held a special event on April 20 to remember the Holocaust . Rabbi Brian Serle spoke at the event and sang a Jewish song . He also led a candle lighting ceremony . - In April , a big project started at Fort McCoy to improve drainage in the cantonment area near building 2000 . The project was given an $850 , 000 contract to RHI construction , Ferguson said , and Gerke Excavating of Tomah , Wis . , is working as a subcontractor on the project . "We ' re improving the drainage around building 2000/2001 from the site down to Tarr Creek near the A Street and 10th Street intersection , " Ferguson said . "We expect the project to be finished by mid - summer . " This work comes not long after building 2000 itself was upgraded in 2018 - 19 with a renovation costing around $5 . 1 million . The renovation began in October 2018 and was completed by contractor Platt Construction , also of Tomah . — Fort McCoy Garrison , 88th Readiness Division , and other community members got together on April 21 at McCoy ' s Community Center to celebrate the Army Reserve ' s 115th birthday . The Army Reserve ' s birthday was officially recognized on April 23 — going back to April 23 , 1908 . At the Fort McCoy birthday event at McCoy ' s Community Center , lots of community members enjoyed music , food , a cake - cutting ceremony with Fort McCoy Garrison Commander Col . Stephen Messenger and the oldest and youngest Soldier present , and special comments from Messenger . — Fort McCoy community members took part in the Month of the Military Child Pajama Run/Walk 3k on April 22 at the South Post Housing Area at Fort McCoy . The event was one of many at Fort McCoy to honor and celebrate April as the Month of the Military Child . The event was organized by the Directorate of Family and Morale , Welfare and Recreation , and everyone wearing pajamas had chances to win prizes . — Anglers had even more reasons to fish at Fort McCoy in 2023 as workers from the U . S . Fish and Wildlife Service ' s ( USFWS ) Genoa National Fish Hatchery of Genoa , Wis . , stocked over 15 , 000 rainbow trout in several waterways throughout the post . USFWS staff delivered the trout on April 24 and 25 , according to then - Watershed Management Biologist Steve Rood with the Colorado State University who works in cooperation with the Directorate of Public Works Environmental Division Natural Resources Branch ( NRB ) . Trout were stocked in Suukjak Sep , Sandy , Stillwell , and Big Sandy lakes , as well as Sparta and Swamp ponds . The trout were stocked just in time for the new fishing season , starting on May 6 , and the average fish size is 10 inches long , hatchery officials said . Some fish are larger too , as every year hatchery staff usually add in some bigger fish to give anglers a chance at catching larger ones . According to the NRB , Fort McCoy has an agreement with the USFWS to stock fish every year . The USFWS hatchery raises the fish and checks their health before delivering and stocking them on post , Rood said . Soldiers from the Wisconsin Army National Guard were at Fort McCoy from April 20 - 23 for the Best Warrior Competition . They went through tough weather conditions like wind , sleet , snow , and rain . The competition tested their physical strength , mental toughness , and military knowledge . Spc . William Warner and Staff Sgt . Michael Petersen were the winners in their categories . The Dankers family from Hokah , Minn . , has been donating Girl Scout cookies to service members at Fort McCoy since 2009 . They used to give the cookies to the headquarters , but since 2011 , they handed them out at the dining facility . Scott Dankers and his wife Jessica , along with their three daughters , MacKenzie , Nataleigh , and Bella , have given out hundreds of boxes of cookies over the years . In 2023 , they gave cookies to service members during lunch at Warrior Restaurant ( Dining Facility ) 1362 on April 29 . – Members of Minnesota Task Force 2 participated in a nighttime readiness exercise with the Wisconsin Region - al Emergency All - Climate Training ( REACT ) Center at the Fort McCoy Combined Arms Collective Training Facility at South Post in late April . The goal of the multi - day training event was to simulate the response of a Type 3 collapse team to a large - scale structural collapse scenario on behalf of the Minnesota State Fire Department . Members were able to utilize this training partnership to improve their skills in communications , incident command , mapping , resource requests , and mission responsibility . The REACT Center is located in nearby Volk Field , Wisconsin . - Fort McCoy volunteers were recognized at the Garrison Commander ' s Volunteer Recognition April 20 . The volunteers , along with Fort McCoy Army Community Service ( ACS ) Army Volunteer Corps Coordinator Lorie Retzlaff , presented Garrison Commander Col . Stephen Messenger with a symbolic check for $352 , 182 for hours donated by volunteers from January to December 2022 . The check represented the dollar value . Fort McCoy volunteers expanded the Army ' s budget through their volunteer efforts . Eighty - two volunteers were recognized for their 11 , 759 hours of work . The dollar value of volunteer work was based on an estimated national hourly wage of $29 . 95 . MAY – The 2023 Fort McCoy fishing season opened May 6 , concurrent with the opening of Wisconsin ' s general inland fishing season . Fishing in installation lakes and streams is permitted from May 6 to March 3 , 2024 , said fisheries biologist John Noble of the Natural Resources Division of the Directorate of Public Works , Environment Division . The general inland trout season on the post and in Wisconsin was May 6 through October 15 , 2023 . Fort McCoy has 10 installation lakes and impoundments and approximately 71 . 2 miles of cold - water streams and tributaries . – Several Fort McCoy Soldiers and civilians and their units supported a special youth event May 11 at Brookwood Elementary School in Norwalk , Wisconsin . The event , called “Touch a Truck , ” allowed youth from kindergarten to second grade at the school to wake up to large military and civilian vehicles and learn what they are all about . Overall , it was part of a career day held between the school and a parent - teacher organization . The event was supported by Lt . Col . According to the vehicle ' s description from the manufacturer , it ' s a powerful truck that can handle tough recovery missions . It can navigate any terrain and recover vehicles weighing over 30 tons , even if they ' re stuck in mud , sand , water , or snow . — Assistant Chief of Army Reserve Stephen D . Austin visited Fort McCoy on May 10 as part of an official visit to U . S . Army Garrison - Fort McCoy . As stated in his biography , Austin was chosen for the Senior Executive Service in 2007 and became the Assistant Chief of Army Reserve ( ACAR ) on October 4 , 2015 . He advises the Chief of Army Reserve and is involved in policy and strategy development at various levels . Austin ' s first stop was at Fort McCoy Garrison Headquarters , where he met with Garrison Commander Col . Stephen Messenger , Garrison Deputy Commander Lt . Col . Chad Maynard , and other garrison leaders . Messenger discussed recent successes in inspections and process improvements at the installation . Eric Haschke from the Resource Management Office , Jamie Gular from the Directorate of Human Resources , and Andy Pisney , the Fort McCoy Food Program Manager with the Fort McCoy Logistics Readiness Center , also briefed Austin on these areas . They were all recognized for their excellence with a special coin from Austin . — The Fort McCoy rail operations team at the Fort McCoy Logistics Readiness Center is currently supporting their first major rail operation of 2023 . Between May 19 - 26 , they will receive a total of 210 railcars at the installation . Douglas "Terry" Altman , the Installation Transportation Officer , mentioned that the railcars loaded with equipment were spread out over several days for this operation . Altman highlighted that this is a significant rail mission for Fort McCoy , which will test their capacity and rail capability . They will have approximately 140 railcars on site for most of the mission , requiring a significant amount of track space . The rail operations support team at Fort McCoy is made up of individuals who operate locomotives , assist with loading railcars , and help move cargo , among other tasks . Soldiers from the 181st Multi - Functional Training Brigade at Fort McCoy recently organized a ruck march in Sparta , Wisconsin to raise awareness for Sexual Assault Awareness and Prevention Month . Led by Sgt . 1st Class Shawn Settles , who serves as the brigade ' s sexual assault response coordinator , the soldiers donated items to Brighter Tomorrows , a local organization supporting survivors of domestic violence and sexual assault . Many soldiers , including those from Fort McCoy Garrison and other units , participated in the event held at Memorial Park in Sparta . Additionally , 49 soldiers from active , Guard , and Reserve forces traveled to Fort McCoy for the 2023 U . S . Army Reserve Medical Command ( AR - MEDCOM ) Expert Field Medical Badge competition , which took place from April 30 to May 12 and was primarily hosted by the Central Medical .
