FAYETTEVILLE , N . C . - The Fayetteville City Council met Feb . 26 at 6:30 p . m . in the City Hall Council Chambers to discuss matters relevant to the city .
The meeting was called to order at 6:36 p . m . , followed by a prayer offered by Pastor Alfonza McAllister , Rapha Ministries provided the invocation , and then the Pledge of Allegiance lead by Mayor Mitch Colvin and City Council .
There were two
ANNOUNCEMENTS AND RECOGNITIONS
made by the Mayor Colvin .
Mayor Colvin presented a proclamation to the members of the Public Services Department , Engineering Division in honor of Engineer’s Week .
Council Member Courtney Banks - McLaughlin presented a proclamation in honor of Mable C . Smith to celebrate Black History Month .
Council Member Banks - McLaughlin presented a Certificate of Excellence to Ms . Tiffany Campbell in honor of her significant contributions to the community .
Council Member Mario Benavente requested moment of silence in honor of former Council Member Eric Mays from Flint , Michigan .
City Manager Doug Hewett shared information about subscribing to his weekly City update email during the
CITY MANAGER’S REPORT .
Residents can sign up at fayettevillenc . gov to receive the update .
A motion was made to
Approve the Agendaby Mayor Pro Tem Kathy Jensen . Council Member Malik Davis seconded the motion and it approved

The City Council acted on eight
CONSENT AGENDAitems during this meeting . The Consent Agenda is a group of items that are considered routine whereby all items are passed with a single motion and vote . Members of City Council can remove items from the Consent Agenda for further discussion prior to voting . Council Member D . J . Haire moved to approve consent agenda with the exception of item 7 . 02 in which he requested a separate vote . This was seconded by Council Member Derrick Thompson . It was

PUBLIC HEARINGduring this meeting . This is a critical portion of the Regular Council meeting since for certain issues , the Fayetteville City Council may sit as a quasi - judicial body that has powers resembling those of a court of law or judge . The Council will hold hearings , investigate facts , weigh evidence and draw conclusions which serve as a basis for its decisions .
Citizens wishing to provide testimony in response to a notice of public hearing or to participate in the public forum can obtain instructions to submit a statement by emailing
cityclerk@ci . fay . nc . usor by calling 910 - 433 - 1312 for assistance . Individuals desiring to testify on a quasi - judicial public hearing must contact the City Clerk by 5:00 p . m . the day of the meeting to sign up to testify; instructions will be provided on how to appear before Council to provide testimony . All persons wishing to appear before the Council should be prepared to give sworn testimony on relevant facts .
The Public Hearing was about a Rezoning 1040 Stamper Road from Single Family Residential 10 ( SF - 10 ) to Single Family Residential 6 ( SF - 6 ) . This parcel totals . 25 acres ± and being the property of Rockfish Run Land and Development LLC .
There was one speaker in favor and five in opposition .
Council Member Deno Hondros moved to approve the rezoning of 1040 Stamper Road , which was seconded by Council Member Lynne Greene . This motion
PASSED 6 - 4with MPT Jensen , and Council Members Davis , Benavente , and Haire in opposition .

Upon completion of the Police presentation , Council Member Benavente moved to direct the Community Safety Committee to address the disparity in traffic stops and searches and return to a future work session for review and consideration which was seconded by Council Member Davis . This motion
FAILED ( 3 - 7 ) with Council Members Benavente , Davis and Hondros in favor of the motion .
